Louisville Metro Comprehensive Review Commission

During the 2022 Kentucky General Assembly Session, House Bill 314 was passed, changing how Louisville Metro Government works. This bill also created a commission to study the "accomplishments and insufficiencies" of our local government. Councilman Jecorey Arthur was appointed to the commission along with other local and state officials. For more information go here.

Legislation

  1. Historically Black Neighborhoods Ordinance — This ordinance will help prevent displacement by creating a displacement index to be used for new city-supported developments in select neighborhoods. To show support, sign the petition here. It was assigned to the Planning and Zoning Committee and will be on hold until further notice.
  2. Community Benefits Ordinance — This ordinance will require developers to execute community benefits agreements with neighborhoods prior to the approval of financial incentives such as tax increment financing (TIF) or industrial revenue bonds (IRB). The District 4 office is working with Louisville Forward, local unions, and several neighborhoods on this.
  3. Gun Buyback Ordinance — This ordinance will start a pilot program where Louisvillians can sell guns to be destroyed.
  4. Right to Shelter Ordinance — This will create more shelter space for people experiencing houselessness. To show support, sign the petition here.
  5. Short Term Rental Moratorium — This ordinance will pause new short term rental registrations and permits in Louisville. It passed the Planning and Zoning Committee but will be held at the next Council meeting.
  6. FY24 District 4 Sidewalk Repairs — There will be several sidewalks getting approved for repair funding in the next couple months. The District 4 office is waiting on an updated sidewalk list to share.
  7. Short-Term Rental Ordinance — This ordinance will update rules about short-term rentals (Airbnb, VRBO, etc). To review the suggested changes here.

NuLu Business Improvement District (BID)

The NuLu Business Association (NBA) is promoting the implementation of a Business Improvement District (BID). A Business Improvement District (BID), or in Kentucky, a Management District, is a designated area within-which property owners vote to assess themselves, based upon property value as determined by the PVA, to provide supplemental services above those provided by local government. There will be a community meeting about this on Tuesday, September 12th at 5:30 PM at the AC Hotel, 727 E Market St. Councilman Jecorey Arthur will be in attendance to learn more. Employers & Employees Now Eligible for the Employee Child Care Assistance Partnership –(ECCAP)

Kentucky has launched an innovative new program to assist working families with the cost of child care and help employers attract and retain talent. The Employee Child Care Assistance Partnership (ECCAP) helps employers meaningfully contribute financial assistance directly to

employee child care costs by matching their contribution up to 100%, potentially doubling the value of their employer-provided benefit. For example, if an employer commits $100 per month to their employees' child care expenses, the state may match that contribution up to another $100, giving employees a total of up to $200 in child care assistance. All funds from the employer and the state are paid directly to eligible child care providers, who are included in this databaseVarious program restrictions apply. Louisville Launches Effort to Develop New Strategic Plan for Economic Development

APCD Notice of Public Hearing via Video Teleconference

The Louisville Metro Air Pollution Control Board will hold a public hearing, via Video Teleconference, on an Agreed Board Order with Hillerich & Bradsby Company. Hillerich & Bradsby is alleged to have violated District Regulation 2.17 (Federally Enforceable District Origin Operating Permits). To learn more, click here.

The Louisville Metro Air Pollution Control Board will hold a public hearing, via Video Teleconference, on an Agreed Board Order with Centerpoint Team LLC. Centerpoint is alleged to have violated District Regulation 5.04 (Adoption of Federal Emissions Standard for Asbestos) and 40 CFR 61, Subpart M (National Emission Standard for Asbestos). To learn more, click here.

Louisville Metro Emergency Services Reminds Families to Stay Safe with Smart911

With the start of a new academic year, safety is top of mind for both parents and school officials. Louisville Metro Emergency Services is reminding families that there is a free service available to them to help plan ahead for an emergency.

Smart911, a nationwide public safety service, allows families to create a Safety Profile for their household by downloading the Smart911 App or visiting www.smart911.com and providing details such as photos of children, home address, medical notes and emergency contacts. If any member of the family dials 911 from any phone number registered to their profile, that information will be available to dispatchers to send response teams to the correct location with current information on the individual in need. To learn more, click here.

Air Pollution Control District Proposed Permit

The Louisville Metro Air Pollution Control District (District) proposes to issue a construction permit for LLFlex LLC – Laminating Plant (coated flexible packaging production), 1225 West Burnett Avenue, Louisville, 40210, in accordance with Regulation 2.03. The 30-day public comment period starts August 10, 2023 and ends on September 11, 2023. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07. To learn more, click here.

Louisville Reports $663 Million in Expansion, Attraction Projects in First Half of 2023

With $663 million in projects announced in the first six months of 2023, Louisville is currently outpacing the tremendous economic momentum it experienced in 2022. Land Development Code Reform

The Land Development Code (LDC) is a set of rules and laws that defines how land can be used, how a development such as a new shopping mall or apartment must be designed, and the procedures for approval. The LDC Reform is an equity focused approach to revise the LDC consistently with Plan 2040 to allow for increased housing choices and opportunities in new and existing neighborhoods, to create procedures and regulations that are easier to use, and increase the quality of life by reducing the concentration of environmental hazards near housing.

Work to reform the LDC began in the summer of 2020. Initial recommendations, including accessory dwelling units, notification procedures, and urban agriculture were all adopted within the first year. The work continues and we encourage you to participate!
