Friday Thoughts

Happy Friday! It’s hard to believe October is quickly drawing to a close. The holidays will be upon us before we know it (and, if you've been to some of our retailers recently, the holidays are already here)!

Earlier this week, District 19 Councilman Anthony Piagentini and I introduced a proposal for the next round of American Rescue Plan funding. The focus this time around was workforce development. We worked closely with our business community to develop a proposal that we think provides significant opportunity for our area’s long term growth and prosperity. This effort is industry-led (through the Healthcare CEO Council) and includes partners such as GLI, Metro United Way, the Urban League, and AMPED to create a true public-private partnership to drive economic growth.

The effort consists of three primary focus areas: creating a talent pipeline to meet the industry’s need for workers, developing an ecosystem that allows for innovation and start-ups, and building a technology/innovation center to bring all of these pieces together.

We have a commitment from the private sector to create more than 3,500 new jobs over the next four years through this program. It's important to note this is set up to be self-sustaining after this initial investment, meaning we won’t need to fund the program in future budgets. I also believe this creates a virtuous cycle - people who are unemployed or underemployed are trained with skills, employed in stable jobs, and finally moved into a career - creating more revenue for the city while at the same time reducing the need for social services. I’ve said all along the best way to solve our affordable housing shortage is not just by building more affordable housing but by having people earn more money. I believe this program moves us in that direction.

Finally, this partnership represents a unique approach to a problem faced by communities all across our country. Successfully executing this solution sets us up to be a leader in healthcare, creating even more opportunity for sustaining our local economy into the future. I believe this program to be the proverbial win-win-win.

Shifting gears, next Thursday kicks off in-person, no-excuse early voting in Jefferson County. There are a number of races on the ballot this year involving the U.S. Senate, Congress, the Kentucky General Assembly, Louisville Mayor and Metro Council (including this district), the Jefferson County School Board, local Judiciary, and suburban cities. There are two constitutional amendments on the ballot as well. Click here to confirm your polling location, view your sample ballot, or find answers to most any other voting-related questions.

October 27 Metro Council Meeting Recap

Below is a recap of some of the items considered at last night's Metro Council meeting. Click here to view the full agenda or find out more detail about a particular piece of legislation.

Reckless Driving - An ordinance was passed amending Chapter 71 of the Louisville Metro Code of Ordinances to, among other things, define vehicle speed contests and reckless driving exhibitions and add fines for participating in this sort of unsafe behavior. 

Boards/Commissions - The Council approved appointments to the Ethics Commission, the Human Relations Commission Enforcement Board, the Riverport Authority Board, the Revenue Commission, the Commission on Public Art, and the Louisville Metro Complete Streets Policy Commission. Contracts - The Council approved contracts regarding maintenance of the Revenue Commission's tax system, boarding LMPD's Mounted Patrol horses, specialized physician services in the area of chemical dependency, the Youth Transition Services Field Release Program, creating a Social Justice Youth Development certification program, the employment of our Homeless Services Division Director, a COVID response coordinator within the Department of Public Health & Wellness (PHW), and employing a laboratory director in PHW.  

Land Use - Zoning changes were approved for properties located in District 9 and 25.  


I-Move Kentucky - Ramp/Lane Closures Tomorrow

Striping and paving in the I-Move Kentucky project area will require a lane closure on I-265 and ramp closures at the I-265/I-71 interchange tomorrow.

From 1 a.m. until 8 p.m., I-265 North will be reduced to one lane between I-64 and Shelbyville Road to allow for paving of the right lane. Access to Shelbyville Road and the I-64 West to I-265 North ramp will remain open during this time. From 9 a.m. until 12 p.m., the collector-distributor lane on I-71 South will be closed for final striping. The ramps from I-71 South to I-265 South and I-265 North to I-71 South will also be closed. Work schedules may be adjusted due to weather or other unforeseen events. 
 


Weekend Events at the Louisville Zoo and Kentucky Science Center

Boo Zoo


There are still a few tickets left for the Louisville Zoo's Boo at the Zoo event which wraps up this weekend. For more than 40 years, Boo at the Zoo has provided children eleven and under with a fun, safe place to trick-or-treat. Your ticket includes all rides, attractions, and parking. On Sunday at 2 p.m., the Kentucky Science Center will show The Addams Family (the 2019 animated version) on its 4-story, precision screen. The movie is rated PG and is just shy of an hour and a half long. Click here to purchase tickets.
  


PDS Weekly Activity Report

Each week, Metro Planning and Design Services (PDS) issues a report listing all new land use applications in Jefferson County. These applications can include changes in zoning, variances, waivers, landscape plans, and more. There are two cases in this week's report involving property in District 17. One is a minor plat request which would allow property lines to be shifted on three lots at 12400 Lucas Lane. The other case is a modified variance to permit a three-lot mixed commercial center (for a restaurant, coffee shop, and office space) at 9903 Brownsboro Road.
