Shoutout to our Jefferson County Public Schools who started the new school year today. I spent some time at Meyzeek Middle this morning greeting students as they arrived. Over the next few weeks I plan to visit all our public schools in District 4:

Phoenix Hill and Butchertown Neighborhood Meeting

Wellness Checks
Our office will be calling constituents to do wellness checks weekly. We do not have phone numbers for everyone so we encourage you to join us in this effort to make sure Louisvillians are well. There are many resources available but people don't always know about them. When checking on your neighbors please remind them about calling 211 or visiting myky.info for social needs.
Legislation
- Gun Buyback Ordinance — This ordinance will start a pilot program where Louisvillians can sell guns to Louisville Metro Government to be destroyed. We're working with the Office for Safe and Healthy Neighborhoods Director Dr. Monique Williams, LMPD, and other advocacy groups on this effort. We are currently meeting with cities who have similar programs to learn from their experiences before sharing the first draft.
- Corrections Resolution — Some of our resolution has been adopted but we are still working on other provisions to address the crisis at our local jail. An assistant county attorney is preparing a memo about our ability to set jail policy about solitary confinement. Councilman Arthur has accepted an invite to join the Kentucky Commission on Human Rights' Corrections Advisory Council and we are working with other community groups on these efforts. The Louisville Coalition for Change Summit offered many opportunities for our office to partner with justice organizations across Louisville. We have several pieces of legislation being drafted in response.
- Historically Black Neighborhoods Ordinance — This ordinance will help prevent displacement by creating a displacement index to be used for new developments in select neighborhoods. A new draft can be viewed here.
- Open Data Ordinance — This ordinance will mandate open data remains public. A new draft can be viewed here. This will be discussed in the upcoming Committee on Equity and Inclusion, Thursday, August 18th, 4-5 PM.
- Industrial Revenue Bonds Ordinance(s) — These ordinances will approve Louisville Metro Government being the conduit for bonds for proposed developments at 930 Lampton St (Ferncliff Distillery) and 827 Logan St (Trellis Brewing). We are working with the Smoketown Neighborhood Association and Smoketown Originals on community benefits agreements to be executed with the ordinances. A draft can be viewed here.
- Community Benefits Ordinance — This ordinance will require developers to execute community benefits agreements with neighborhoods prior to the approval of financial incentives such as tax increment financing (TIF) or industrial revenue bonds (IRB). We are working with Councilwoman Keisha Dorsey, Louisville Forward, local unions, and several neighborhoods on this.
- Capital Infrastructure Fund (CIF) Trees Ordinance — This ordinance will allocate approximately $25,000 or less to help increase the tree canopy in our district. We are working with Trees Louisville on this.
- Rental Registry Ordinance — This ordinance will help hold landlords accountable for maintaining their rental units. It was discussed in committee and will be deliberated again in two weeks. A public hearing is being scheduled with the Public Works Committee to be announced.
- Louisville Metro Housing Authority Resolution — A resolution urging the Louisville Metro Housing Authority to address the outstanding concerns of residents.
- Dream Hotel Tax Increment Financing (TIF) Ordinance — This hotel developer has asked our office to sponsor an ordinance offering them a tax break to finish funding their project. We are working with the Downtown Residents Association on a community benefits agreement. We will organize a public meeting to voice support or opposition.
- Fair Chance Ordinance — We are working with councilmembers on an ordinance to increase our government contracts with businesses that hire people who have been convicted of crimes.

Louisville Receives $180K to Increase Equitable Access to Outdoor Recreation for Children and Families
Louisville is continuing its efforts to build a healthier city by reducing barriers to nature, in part, through a $180,000 grant. The National Association of County and City Health Officials (NACCHO) and the Association of State and Territorial Health Officials (ASTHO) selected 14 community partnerships and coalitions across the country to receive funds to participate in year two of the Improving Social Determinants of Health (SDOH) – Getting Further Faster pilot initiative. Louisville Zoo Announces 2023 Sloth Experience Dates
The Louisville Zoo will open new 2023 sloth behind-the-scenes experience dates for March to August 2023 with an increased amount of sessions. The sloth experience includes the opportunity to participate with Zoo staff in preparing the sloth's diet and visiting their indoor exhibit. Guests will meet with keeper staff to learn all about sloths. They will also have the opportunity for a photo with the sloth, as well as receive a special keepsake from the experience. The experience capacity is 5 guests (ages 6 and older only). To learn more, click here.
Parkland Business Preservation District Meeting
The Landmarks Commission is starting the process of updating the Standard Design Guidelines, and we need YOUR help! They were last updated in 1997! We are starting our Design Guidelines update conversations with the Window Design Guidelines. They are our most utilized guidelines and are among the most important. Historic windows on front facades of buildings can be just as character defining as eyes on a person’s face. The windows tell a lot about a building and that’s why their preservation is important. The Design Guidelines focus on preservation first, but if that’s not possible, they then provide a path forward for appropriate replacement. With new methodologies and technologies available in historic preservation, new design guidelines that reflect and utilize these are needed.
This is why we will be hosting meetings in each preservation district so that residents, business owners, property owners, and more can come to share thoughts and learn more about the COA process. The meeting in Parkland will be held on Thursday, August 18th at 6pm in the Dare to Care Community Kitchen located at 1200 S. 28th Street. We look forward to seeing you there! Improve 64
Improve 64 will reduce congestion as well as improve safety and mobility along I-64 in Floyd County. It includes additional travel lanes, interchange reconfigurations and replacement and rehabilitation of bridges and pavement. Land Development Code Reform
The Land Development Code (LDC) is a set of rules and laws that defines how land can be used, how a development such as a new shopping mall or apartment must be designed, and the procedures for approval. The LDC Reform is an equity focused approach to revise the LDC consistently with Plan 2040 to allow for increased housing choices and opportunities in new and existing neighborhoods, to create procedures and regulations that are easier to use, and increase the quality of life by reducing the concentration of environmental hazards near housing.
Work to reform the LDC began in the summer of 2020. Initial recommendations, including accessory dwelling units, notification procedures, and urban agriculture were all adopted within the first year. The work continues and we encourage you to participate!

I Was Here at the Muhammad Ali Center!
Save the date August 27 from 5:30 PM to 7 PM! The Muhammad Ali Center is thrilled to host the first exhibition of the I Was Here Project’s original Ancestor Spirit Portraits - an intricate synthesis of photography and collage that merge image with poetic narrative and geographical coordinates. Each signed with the thumbprint of artist, writer, photographer and model to bring voice and presence to the historic role of enslaved Africans. Hildegard House Volunteer Training
Join the community of compassionate volunteers at Hildegard House. They provide a home and compassionate care for individuals at the end of life who have no home or loved ones to care for them so that they may die with dignity and access hospice care. Compassionate Companions commit to a weekly 5-hour shift. The next volunteer training is September 9 and 10.
