On Wednesday, the Mayor joined Goodwill Industries of Kentucky, Norton Healthcare and Gov. Andy Beshear for the announcement of a $100 million investment in west Louisville to transform a 20-acre brownfield site located at 28th Street and Broadway into an Opportunity Campus that will house a new, $70 million Norton Healthcare hospital, as well as Goodwill’s headquarters, career services, and a collection of local social service agencies. In Memoriam - Black History
Rudolph "Rudy" Douglas Davidson, 80, passed away on Friday, February 4, 2022.
He was a graduate of Shawnee High School and attended UofL and Ky. State College.
He was a veteran of the US Army and retired from Louisville Metro Government as Cabinet Secretary of Public Works and Services, and Director, Solid Waste Management and Services (Old City of Louisville). During his 37 year career in government Rudy left a legacy of many accomplishments. As Executive Director of the Louisville and Jefferson County Community Action Agency he lead the City's first heat relief and winter relief programs.
He later became Director of the Louisville Sanitation Department which he later renamed the department of Solid Waste and Management Services (SWMS). Many services were initiated during his tenure. The city's first curbside recycling program, recycling drop off centers, opening of the Waste Reduction Center, expanded the heavy trash collection program, closing the old incinerator, started the office paper recycling in the business district, planned the City's first Solid Waste Management Plan, started the containerized cart garbage collection system and revised the 40 year old twice a week garbage collection system to a once a week collection system.
He was the past president of the US Conference of Mayors, Municipal Waste Management Association and past president of the Kentucky Bluegrass Chapter of the Solid Waste Association of North America.
He received numerous awards as a solid waste professional. He was selected by the American Public Works Association as one of the top Ten Public Works Leaders in North America for 1997. Kentucky Recycling Award-1992, National Association for Plastic Container Recovery-President's Award for Community Program Excellence-1992, Kentucky Environmental Quality Commission Award-1991 and many more.
He retired in 2006 and devoted his time to community work. He was past president of the Fontaine Estates Homeowner's Association, past president of the Shawnee Neighborhood Association, founding member of the Shawnee Christian Healthcare Center, past chairman of the Urban Service District Board and a founding member of Stop Pet Over Population Today (SPOT).
He also received awards for his community work. Tai Chi Award-2006, The Molly Leonard Community Service Award-2008, Louisville Metro Council Black History Month Celebration Award-2010 and Veteran's I.M.A.G.E. Award-2011.
He was preceded in death by his parents, Catherine and Nathaniel; brother, Nathaniel III, and sister, Ruth Handy.
He is survived by his loving wife, Jean; stepson, Steve Bodner, granddaughters, Britanny Mellick (Jeremy), Amanda McDaris (David), Shannon Mackin (Cody); 2 great-granddaughters, 1 great-grandson; nephews, Durk Davidson (Pat), Mark Handy (Kim), Brian Davidson (Tammy); niece, Paula Westmoreland, and a host of great-nieces and great-nephews and cousins. He was laid to rest at Kentucky Veterans Cemetery.

The Louisville Sustainability Fund 2022 grant cycle is open. Submissions due FEBRUARY 28, TODAY
The Louisville Sustainability Fund offers grants to support innovative, entrepreneurial projects and programs to plan for the impact of climate change on our most vulnerable citizens, while supporting community equity and resilience.
Applicants can review the application requirements and apply at https://www.louisvillesustainabilitycouncil.org/sustainabilityfund.
Submissions are due by February 28, 2022 with notification of award by April 1, 2022. Anyone in the Louisville Metro area may apply, including, individuals, institutions, businesses and non-profit organizations. Students and entrepreneurs are especially encouraged to apply.
The characteristics of winning submissions include:
- Reduce GHG emissions, improve air quality, preserve natural resources, aid in ecosystem rehabilitation
- Strengthen community connections
- Create an equitable present and future
- Promote environmental education and literacy
- Provide a model for financially sustainable conservation
- Demonstrate resilience in the face of climate change
- Leverage grant funding to multiply impact
- Reflect the vision and mission of the LSC
Recipients will receive between $500 and $5,000 toward their project and will have access to LSC events, programs, mentors and the opportunity to partner their work with the LSC initiatives.

LIHEAP (Low Income Home Energy Assistance Program) Crisis Component
How to apply: Jefferson County residents meeting eligibility can call the automated scheduler at 502-991-8391 or visit online at louisvilleky.cascheduler.com.
Elibility:
- Households within 150% of 2021-22 Federal Poverty Guidelines, and
- Received a disconnect notice from metered utility service provider, or
- Received a current bill with a past due amount, or
- Received an eviction notice if utilities are included in the rent, or
- Be within four days of running out of bulk fuel; or
- Be within ten days of running out of pre-paid electric service.
Documentation:
- Proof of all household income for the preceding month (Food Stamp award letter, Social Security Award letter, pay stubs, or proof of $0 income). Note: Zero Income forms are available at the LIHEAP Drop Box locations or by clicking here.
- Social Security card(s) or (official documentation with Social Security Numbers) or Permanent Residence card (Green Card) for each member of the household; and
- Disconnect notice or a current bill with a past due amount for metered utilities; or
- Eviction notice and copy of lease if heating expenses are included in the rent. or
- Statement from utility company that shows 10 days or less of service if participating in pre-paid electric service.

LIHWAP (Low Income Home Water Assistance Program)

Eligibility for LIHWAP Crisis:
- Jefferson County within 150% of 2021-22 Federal Poverty Guidelines, and
- Louisville Water/MSD account in arrears, or
- Active payment plan due to arrears, or
- Received a past due or disconnect notice, or
- Water service has been disconnected.
Eligibility for LIHWAP Subsidy Component:
- Jefferson County households within 150% of 2021-22 Federal Poverty Guidelines regardless of the status of their water bill.
Documentation:
If applying for the LIHWAP water assistance at the same time as LIHEAP, include the documentations above as well as:
- Louisville Water Application and Family Profile Form found at drop box locations or online at https://louisvilleky.gov/LIHEAP.
- Most current Louisville Water Company bill and/or MSD bill
- Proof of arrearage, payment plan, or disconnect notice for water and/or wastewater bill if applying for the LIHWAP Crisis Component.
- Tenants whose water and wastewater bills are included in their rental payments are eligible to receive benefits. To be eligible the tenants must provide verification that they pay all or a portion (i.e. HUD Section 8 housing) of the water and/or wastewater bills. The organization responsible for payment to the utility provider must provide verification that a portion of the rent includes water and/or wastewater. A payment will be made on behalf of the household to the organization responsible for payment if the water and/or wastewater account information can be provided.
