Louisville Metro identifies property to pilot Safe Outdoor Space for unsheltered residents

metro seal

Louisville Metro Government will purchase the property at 212 E. College St. and pilot a Safe Outdoor Space where individuals experiencing homelessness can live temporarily, secure their belongings and access supportive wrap-around services. In the future, the property could become a site for affordable housing.

Once the purchase of 212 E. College St. is complete and an operating manager is in place, residents will be allowed to set up tents, while the city works on constructing semi-permanent shelter and shared bathrooms, including showers. Portable toilet and shower facilities will be on-site until a permanent structure is built. Residents will be allowed to have pets at the site.

The Safe Outdoor Space is part of a multipronged approach announced in July for creating shelter and housing for individuals experiencing homelessness. In addition to the outdoor space, Louisville Metro is working to identify transitional indoor housing and more permanent supportive housing options, as well as increasing funding for affordable housing.

Homelessness and affordable housing were identified as the top priorities for spending the city’s remaining share of federal American Rescue Plan (ARP) funding. A Metro Council committee last night took steps toward affirming those priorities by sending a resolution for full Council consideration.

Surge in COVID

Publication1

Connie Mendel, Deputy Director of the Louisville Metro Department of Public Health and Wellness, said with the recent surge of COVID cases in Jefferson County, the city has entered the red alert level for community transmission of the virus.

Mendel said that travel, social events and healthcare settings were the most frequently reported exposure settings where cases were 14 days prior to symptom onset.

While gracious of the community's sacrifice and commitment in its efforts to limit the spread of infection, Mendel said it's important to adapt to this Delta variant that has evolved, spreads easily and is more transmissible than the original strain.

Mendel encouraged frequent testing, regardless of vaccination status, for individuals traveling, going to events with large crowds, working and are around people outside of their immediate household.

"We are approaching the same level of case counts and hospitalizations when we reached peak levels in the winter," she said. "Wear a mask in public indoor settings, use six feet of spacing to social distance, and wash and sanitize your hands often."

The best option to aid in stopping the virus, Mendel said was to get vaccinated. Individuals who need assistance scheduling a vaccine appointment can call the LOU Health Helpline at 502-912-8598.
