2022 contract template updates

 

The 2022 versions of State of Indiana SCM templates are now available for use. Please remember to use the most current version of the templates when creating documents in SCM.

 

Updates to the templates are based on newly issued Financial Management Circulars (FMCs), effective January 1, 2022, and a revision to the Code of Federal Regulations regarding subrecipient and subcontractor determinations. Please note, the State Boilerplate Affirmation Clause has also been updated to remove reference to the annually updated “OAG/IDOA Professional Services Contract Manual” as contracting documents are now created within SCM.

 

2022 revisions are located in these sections of each document:

 

Addendum:

                ∙ Section 8. Audits – 2 C.F.R. 200.331 replaces 2 C.F.R. 200.330

                ∙ Section 22. Funding Cancellation – FMC 3.3 replaces FMC 2007-1

                ∙ Section 48. Travel – Removes reference to FMC 2017-2 and replaces it with IDOA Travel Policy. See FMC 1.1.

 

Grant Agreement:  

∙ Section 8.B. Compliance with Audit… – 2 C.F.R. 200.331 replaces 2 C.F.R. 200.330

                ∙ Section 13. Funding Cancellation – FMC 3.3 replaces FMC 2007-1

 

Professional services Contract:

∙ Section 7. Audits – 2 C.F.R. 200.331 replaces 2 C.F.R. 200.330

                ∙ Section 21. Funding Cancellation – FMC 3.3 replaces FMC 2007-1

                ∙ Section 47. Travel – Removes reference to FMC 2017-2 and replaces it with IDOA Travel Policy. See FMC 1.1.

               

State educational institution:

∙ Section 7. Audits – 2 C.F.R. 200.331 replaces 2 C.F.R. 200.330

                ∙ Section 17. Funding Cancellation – FMC 3.3 replaces FMC 2007-1

                ∙ Section 32. Travel – Removes reference to FMC 2017-2 and replaces it with IDOA Travel Policy. See FMC 1.1.

 

A special note about OAG Form Approved contracts and grants. If your OAG Form Approved template expires within the next 90 days, and you wish to continue using the form approved document, please update these sections in your template and submit to OAG for a new form approval. For OAG Form Approved templates expiring more than 90 days from today, OAG Advisory has stated that these ministerial updates will not require a new form approval letter from OAG. In order to update your OAG form approved template with these changes you may submit a GMIS ticket for that purpose. The ticket should contain a copy of the document, sections to be updated, and the original OAG form approval letter.
