Carmel's Diwali Festival of Lights was held Thursday evening at Carter Green. Thanks to Councilor Anita Joshi, the Diwali Committee, City of Carmel teams, volunteers, vendors, performers and sponsors for contributing time and talent to this celebration. More photos to come!

Approved 2026 budget supports public safety, arts, critical infrastructure projects
On Monday, Oct. 20, Carmel Mayor Sue Finkam answered questions from the Carmel City Council about the 2026 budget on its way to being unanimously approved. The budget preserves the mayor's key funding priorities of public safety, critical infrastructure efforts, the arts and parks at levels consistent with the mayor’s stated commitment to maintaining Carmel’s high quality of life.
The General Fund budget totals $144 million.

Bur Oak pedestrian bridge now open
This week, Carmel Clay Parks & Recreation celebrated the ribbon cutting of the Bur Oak Pedestrian Bridge and the reopening of Hazel Landing Park.
This $11 million project was made possible thanks to a collaborative regional investment between Clay Township, Carmel Clay Parks & Recreation, Hamilton County, Delaware Township and the City of Fishers.

City of Carmel Trick-or-Treat hours
The City of Carmel's official hours of trick-or-treating will be Friday, Oct. 31 from 5 to 8 p.m. Homes welcoming trick-or-treaters should turn on their porch lights. If you do not wish to participate, or run out of treats, please turn off your porch lights.
While there are many neighborhoods and other organizations that hold their own Halloween events and celebrations, we encourage those who want to trick-or-treat door-to-door to use the City's official hours to do so.

CIVIC SQUARE
 Friday, Oct. 24: Milling and repaving will begin in the Civic Square area, including the parking lot south of City Hall (highlighted in blue on the map). To minimize disruption, milling of the parking lot will take place on Friday, Oct. 24 and paving will be completed on Saturday, Oct. 25.

MONON GREENWAY
Through Oct. 31, Phase 3 of the Monon Boulevard expansion requires the closure of the Monon Greenway at the tunnel under City Center Drive. The detour route is shown in green.

106TH STREET AND HAZEL DELL PARKWAY
Beginning on or after Monday, Nov. 3, 106th Street and Hazel Dell Parkway will be closed for three weeks to install raised pedestrian crosswalks.

NEWS FROM HAMILTON COUNTY HIGHWAY The Hamilton County Highway Department is responsible for all roads, bridges and small structures (less than 20-foot span) within Hamilton County which are not state highways and which are not within the corporate limits of a city or town.
126TH STREET BRIDGE REHABILITATION 126th Street between Brookshire Parkway and Royce Court is closed for bridge rehabilitation with an expected completion date of mid-November.

The City of Carmel encourages all residents and commuters to review the latest news release issued by the Indiana Department of Transportation (INDOT) regarding the Level Up 31 project.
This is a multi-year, state-led project by INDOT to enhance the I-465/U.S. 31 interchange. Although not a City of Carmel initiative, it will significantly impact local traffic flow, particularly near the 106th Street and U.S. 31 corridor.
Phase 1 construction is underway and includes key closures such as the southbound U.S. 31 ramp to 106th Street and the closure of eastbound 106th Street under U.S. 31. For detailed detour maps, project timelines and the full scope of work, please refer to INDOT's official news release: INDOT Level Up 31 Project Update.
- All detour routes are posted on INDOT's LevelUp31.com website.
- Sign up for Level Up 31 project alerts via email or text message at alerts.indot.in.gov.
- Motorists are encouraged to visit INDOT TrafficWise at 511in.org to monitor conditions.

Attention Carmel Utilities/Republic Services residential trash and recycling Friday customers:
🎃Please note on Friday, Oct. 31, only, Republic Services will begin trash and recycling collection routes one hour earlier (starting at 6 a.m.) and conclude routes one hour earlier (ending at 5 p.m.) to ensure that trucks will be off the road in residential trash and recycling areas during the Carmel Trick-or-Treat hours of 5 - 8 p.m.
