Hello 9th Ward Residents,
During this time of uncertainty and finding our new normal, I plan to keep our same ward meeting schedule in hopes of providing you with current COVID-19 news, City business, and other resources.
We will meet at 9 a.m. on Saturday using the Google Hangouts virtual conference platform. Our call last month went well so I thought I'd try a virtual meeting this week to allow for a bit more connection. (If "connecting" on a Saturday morning is overkill, there is a non-video option or phone option as well).

Food resources
Youth Food Distribution: The City is continuing to offer free, cold breakfasts and lunches to youth ages 1 through 18. Youth can pick up five days worth of meals on Mondays between 1 p.m. and 4 p.m. at the following locations: Fleetwood-Jourdain Community Center, Robert Crown Community Center, Kamen Park David Wood Fieldhouse, and Mason Park.
Emergency Food Pantry: To support the growing number of residents facing economic hardship and food insecurity, the City partnered with Northwestern's Office of Neighborhood and Community Relations to establish an emergency food pantry. Evanston residents can pick up free, prepackaged boxes of food every Wednesday through the end of May, from 11 a.m. to 1 p.m. at the Levy Senior Center, 300 Dodge Ave.

Business and financial resources
The City’s Economic Development Department is continuing to work with local businesses to provide information about available local, state and federal resources including small business loan and grant assistance programs.

Economic Impact Payments: The federal government has begun issuing stimulus payments. Residents are encouraged to establish a relationship with a bank or credit union in order to avoid steep fees charged by check cashing and payday loan businesses. Learn more.
Changes to City services
In the midst of Governor Pritzker’s “Stay at Home” Order, the City has enacted changes to some of its services including closing City facilities, suspending non-safety related parking enforcement, eliminating nonpayment penalties, and waiving business registration fees.
Street cleaning operations
Street cleaning operations will continue in April in order to clear leaves and debris, and prevent flooding. Due to the Stay at Home Order, parking citations will not be issued. Residents are asked to comply with the street cleaning schedule posted on street signage and online to facilitate operations.
Eviction moratorium
The Illinois Department of Financial and Professional Regulation has announced guidance for renters and homeowners struggling with payments during the COVID-19 pandemic. In addition, Cook County Sheriff Tom Dart has suspended all court-ordered evictions. View this resource from Legal Aid Chicago for questions about eviction notices.

Changes to Cook County Assessments and Appeals
The Cook County Assessor’s Office announced updated information about its plans to adjust property values in the northern suburbs and Chicago if the economic effects of the COVID-19 pandemic have a significant impact on real estate.
For Evanston:
- Some properties have already received reassessment notices due to permits or other special applications.
- Appeals for these properties can be filed until May 1. Any appeals that have already been filed will be processed and do not need to be re-submitted.
- Information about adjustments to assessed values based on estimated COVID-19 effects will be sent to all eligible property owners, regardless of whether they filed an appeal, after the appeal deadline.
