Bonded Transportation Program- Road construction is beginning for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs, and Lake Asbury. County Road 216, Cathedral Oak Parkway, Bonded Transportation Program Project (Green Cove Springs)- Preliminary work is underway to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of County Road 315 and Maryland Avenue. The project will include a grass median, bike lanes, and sidewalks. Work is anticipated to be completed in late 2024.
Panda Avenue (Middleburg) - Anticipate a road closure and detour starting soon for a cross-drain replacement project at the Panda Avenue and Lion Street intersection. Work is anticipated to take 60 days to complete.
Habitat Drive (Middleburg) – Anticipate daytime, single-lane closures starting soon on Habitat Drive from Baxley Road to Yukon Court, including the paved side streets for asphalt paving operations.
New County Projects
Green Cove Avenue (Green Cove Springs) - CSX contractors are closing the railroad crossing on Green Cove Avenue near Roberts Street South and U.S. 17 on or around Monday, July 17, from 8:30 a.m. until 5 p.m. on Tuesday, July 18 for necessary maintenance and repairs. This is a total crossing closure; no traffic will be allowed until repairs are complete. Motorists should anticipate extended travel times and delays. Please avoid this closure area if possible. The date is subject to change due to weather and unforeseen circumstances.
Ongoing County Projects
Aquarius Concourse (Orange Park)- Daytime, single-lane closures on Aquarius Concourse from Blairmore Boulevard West to Auriga Drive for a combined CCUA utility relocation and county road and drainage improvement project.
College Drive (Doctors Inlet) – Anticipate daytime, single-lane closures on a portion of College Drive between the traffic signals at Old Jennings and County Road 220 for storm system upgrades. This job is expected to take seven months to complete.
County Road 218 (Middleburg) – Anticipate daytime, single-lane closures Monday through Saturday from 7 a.m. to 6 p.m. on County Road 218 at the entrance of Shadowlawn Elementary School for traffic circle construction for the First Coast Expressway connector road connecting County Road 218 to the First Coast Expressway as part of the new Cathedral Oak Parkway project. County Road 315 (Green Cove Springs) – Anticipate daytime, single-lane closures Mondays through Saturdays at the 3500 block of County Road 315 for the construction of a new turn lane for the new Spring Park Elementary School. Work is anticipated to be complete by the last week of July.
Filmore Street (Orange Park) – Filmore Street is closed at the intersection of Moody Avenue for a cross-drain replacement project. Traffic is detoured via State Road 21 and Bolton Road. Work is estimated to take up to 45 days to complete.
Grove Park Lane and Grove Park Drive North (Orange Park) - Anticipate daytime, single-lane closures on Grove Park Lane and Grove Park Drive North from Grove Park Drive East to Grove Park Drive West for a drainage improvement project.
Industrial Loop (Orange Park) – Anticipate daytime single-lane closures weekdays from 7:30 a.m. to 5:30 p.m. on Industrial Loop in the Bellair-Meadowbrook Terrace area for storm system upgrades.
Sandridge Road, Bonded Transportation Program Project (Lake Asbury) - Sandridge Road from Henley Road to Eagle Haven Drive is closed for road reconstruction through July 30, 2023. Traffic is detoured via Henley Road and Russell Road. There is no access from Henley to Sandridge through the Glenhaven neighborhood. Once this section of Sandridge is complete, work will continue in phases from Eagle Haven Drive to Russell Baptist Church with minimal intermittent single-lane closures and occasional lane shifts, with a goal to keep traffic flowing in both directions on Sandridge. Town Center Boulevard (Fleming Island) – Anticipate intermittent lane closures for a drainage and intersection improvement project at Town Center Boulevard and County Road 220. The project includes paving, drainage, sodding, signalization, signs, and pavement markings. Work is anticipated to complete by the end of August.
FDOT Projects
State Road 16 over Black Creek South Fork- anticipate daily single-lane closures on State Road 16 over the south fork of Black Creek, west of Penney Farms for a bridge repair and rehabilitation project. The $1.76 million project includes the installation of crutch bents, scour countermeasures, and other incidental construction. No lane closures will be permitted on State Road 16 between 6 a.m. and 8:30 a.m. At least one lane will remain open during all lane closures. Work is anticipated to be completed in fall 2023.
First Coast Expressway (FCE) Work FDOT
First Coast Expressway North - State Road 23 from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction began in March 2019 and is expected to be completed in early 2025.

County Road 220 at State Road 23- Daytime lane closures with flaggers weekdays, from 7 a.m. to 5:30 p.m. to deliver construction materials.

Henley Road at State Road 23 – Daytime northbound lane closures through July 15, from 6 a.m. to 7 p.m. for road work.
First Coast Expressway South -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction began in April 2019 and is expected to be completed in early 2025.
