Bonded Transportation Program- Road construction will be starting soon for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs, and Lake Asbury. Motorists should anticipate temporary lane closures and flagging operations once work begins. Botany Street (Doctors Inlet) –Work will begin within the next few weeks to replace the stormwater drainage system on Botany Street just west of Dalby Court. The project is anticipated to take up to 90 days to complete. No lane closures are anticipated. Watch for flaggers.
CSX Railroad Maintenance Project (Green Cove Springs)- CSX is conducting railroad track maintenance involving the replacement of the rail in the track along US 17 in Green Cove Springs. Work for this phase of the project will begin on February 13 and is estimated to be complete on or around March 3. The listed crossings will be closed anywhere from 3-5 days, depending on the type of maintenance they are set to receive.
These dates are highly subject to change with or without notice simply due to many of the unforeseen circumstances that can occur in the field once the work begins.

County Road 220 (Doctors Inlet) – Guardrail and bridge improvements are set to begin the week of February 13 on the County Road 220 bridge over Little Black Creek. Drivers can expect daytime, single-lane closures with flagging operations from approximately 9 a.m. to 5 p.m. daily once work begins. Please avoid the area if you can and have patience if your route takes you through this section of CR 220. The posted speed limit has been reduced to 35 mph in this area. Radar speed signs are in place to advise motorists of their speed in this work zone. Watch for updates in future reports, on our social media, and in the newsroom at ClayCountygov.com.
Henley Road (Lake Asbury) – Stormwater system upgrades are anticipated to begin the first week in March on Henley Road at the stormwater pond approximately 1,100 feet north of Orchard Walk Lane. Both northbound lanes of Henley Road will be closed for construction from just south of Orchard Walk Lane to approximately 1,000 feet north of the construction site. The two existing southbound lanes on Henley Road will be temporarily shifted to one northbound and one southbound lane for the entire project. During construction, the entranceway to Orchard Walk Lane will be closed to traffic and all in and out traffic will be detoured to the south entrance at Plantation Ridge. The northbound sidewalk on Henley Road will be diverted but remain open. Work is anticipated to take up to three months to complete and will include milling and resurfacing.
Rosemary Street (Middleburg)- Crews will soon begin a paving project on Rosemary Street between Blanding Blvd. and Myrtle Street. Premilitary survey work is underway, and roadway paving will begin in the next few weeks. Anticipate daytime, single-lane closures once paving begins.
New County Projects
County Road 315A (Green Cove Springs) – Anticipate daytime, single-lane closures on County Road 315A from County Road 315 to State Road 16 beginning Monday, February 6 for a milling and resurfacing project. Work will take 3-5 days to complete, weather permitting.
Ongoing County Projects
Anabelle Island Subdivision (Green Cove Springs/Lake Asbury)- Intermittent, daytime, single-lane closures weekdays on County Road 209 and on Sandridge Road near the Anabelle Island subdivision for asphalt paving and utility work. Work will take several more weeks to complete.
Aquarius Concourse (Orange Park)- Daytime, single-lane closures on Aquarius Concourse from Blairmore Boulevard West to Auriga Drive for a combined CCUA utility relocation and county road and drainage improvement project. Work is expected to take 12 months to complete.
Camp Ridge Lane (Middleburg)- Crews are continuing repairs to the drainage structures in the 1300 block of Camp Ridge Lane. This project includes replacing the curb inlets and drainpipes from the intersection of Pine Ridge Parkway south 300 feet on Camp Ridge Lane to improve drainage and prevent flooding. Crews are making good progress on this project, but the completion date is yet to be determined.
Sandridge Road (Lake Asbury)– Crews are continuing work on Sandridge Road as part of the Bonded Transportation Program. Drivers should anticipate single-lane closures from 9 a.m. to 9 p.m. for gas pipeline installation and utility relocation work on the north side of Sandridge Road from Henley Road to Russell Road (CR209). This will be an ongoing project over the next several months. Please be patient while driving in the area, go slowly, and pay attention to the flag crews. Scorpio Lane (Orange Park) – Anticipate a daytime road closure on Scorpio Lane between Blairmore Blvd. west and Aquarius Concourse weekdays through Thursday, February 16, for drainage improvements and asphalt milling and resurfacing work. Local traffic only will be allowed during the daytime road closure.
Sharron Road (South of Middleburg) – Milling and resurfacing work is complete on Sharon Road from State Road 21 to where the pavement ends. Crews are continuing to make some additional repairs to this project. Watch for flaggers.
FDOT Projects
Blanding Blvd (SR21) Widening Project from CR 218 to Black Creek Bridge (Middleburg) -Widen Blanding Boulevard to six lanes, improve the intersection at County Road 218, and replace the County Road 218 bridge. Construction began in February 2020 and is expected to be completed within the next three weeks.

CR 218 at State Road 21- Daytime lane closures from 8:30 a.m. to 4:00 p.m. for asphalt pavement corrections at driveways and side street turnouts, and nighttime lane closures from 7:00 p.m. to 6:00 a.m. for striping and pavement marking application.

SR 21 (Blanding Blvd.) Daytime lane closures from 8:30 a.m. to 4:00 p.m. from CR 218 to Palmetto Street for asphalt pavement corrections at driveways and side street turnouts, and nighttime lane closures in the northbound and southbound lanes from 7:00 p.m. to 6:00 a.m. from CR 218 to Palmetto Street for striping and pavement marking application.
State Road 21 Resurfacing from State Road 16 in Penney Farms to Commercial Circle in Keystone Heights- Resurface 16 miles of roadway, add a center turn lane near Gold Head Branch State Park, drainage improvements, and other incidental construction. Work is expected to be completed in fall 2023.

State Road 21 from Woodland Drive to Immokalee Road -Daytime lane closures with flaggers Tuesday and Wednesday from 8:30 a.m. to 4:30 p.m. for road work.
U.S. 301 from County Road 218 to Mosely Road (Clay Hill)- Construct 52 new concrete test sections, new stormwater pond, traffic signals, lighting, highway signage, guardrail, drainage, asphalt paving, and other incidental construction. Work is expected to be complete in summer of 2023.

First Coast Expressway (FCE) Work FDOT
First Coast Expressway North - State Road 23 from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction began in March 2019 and is expected to be completed in early 2025.

Henley Road at State Road 23 - Overnight detours of Henley Road just south of Caleb Court are planned for Monday, February 6, and Tuesday, February 7, weather and unforeseen circumstances permitting. The road will close nightly at 10 p.m. and reopen by 5 a.m. the following morning to allow for construction activities on the First Coast Expressway overpass at Henley Road. During the closures, traffic will be detoured via Russell Road and Sandridge Road.

County Road 220 at State Road 23 - Nighttime road closure Sunday, February 5, and Wednesday, February 8, from midnight to 6 a.m. for road work. Follow detour. Daytime lane closures with flaggers Saturday, February 4, and Monday, February 6, through Saturday, February 11 from 7 a.m. to 5:30 p.m. to deliver construction materials.
First Coast Expressway South -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction began in April 2019 and is expected to be completed in early 2025.
