New County Projects
Long Bay Road – Anticipate daytime single lane closures beginning the week of October 24 for a county milling and resurfacing project on Long Bay Road (County Road 220A) from south of Mustang Road to Old Jennings Road. Work will take approximately 3-5 days to complete, weather permitting.
Ongoing County Projects
County Road 209 South - Anticipate daytime single lane closures for a county milling and resurfacing project on the three-mile section of County Road 209 south, from County Road 226 (Bayard Road) to Williams Park Road beginning Wednesday, October 20, 2021. The project should take 7-10 days to complete, weather permitting, and will include roadway striping and signage improvements.
County Road 209 (Russell Road)- Daytime single lane closures weekdays beginning Monday, October 4, 2021, from 9 a.m. to 4 pm. for a Florida DOT safety improvement project on County Road 209 (Russell Road), from County Road 315B to Henley Road (CR739). Crews removed the traffic signal at the intersection of Sandridge Road and CR209 on September 29, and replaced it with a stop sign, which will remain in place for the duration of the project. Work is estimated to take 130 days to complete and will include the addition of a left turn lane at Sandridge Road, roadway striping and signage, shoulder widening, guardrails, and drainage improvements. No lane closures will be permitted between 6-9 a.m. Monday through Friday.
Deer Trail- Survey and layout work for a county paving project on Deer Trail in Middleburg was completed the week of September 27. Daytime single lane closures began on October 7 on the unpaved section of the road from Robin Lane to the pavement end for grading, drainage, and paving work. The project will take approximately 45 days to complete, weather permitting.
Loest Road Bridge in southern Duval County- The City of Jacksonville is conducting an emergency replacement of the Loest Road Bridge over Long Branch Creek in Southern Duval County, which is the only access point for some Clay County residents. Construction began on January 18, 2021 and will take approximately 10 months to complete. A temporary bypass road is in place to handle local traffic, sanitation, and emergency vehicles. In mid-May the project was estimated to be 52% complete.
Pine Ridge Parkway Pipeline Replacement - The eastbound lane of Pine Ridge Parkway closed on August 12 for a drainage improvement project between Creek Bluff Lane and Lantern Light Trail. Crews with Clay County, CCUA, and Superior Construction are replacing the pipeline at the intersection of Pine Ridge Parkway and Creek Bluff Lane. The area will be secured with fencing during the pipeline replacement work. Follow Detour. Once the pipeline is replaced, crews will begin reconstructing the roadway, which will continue through November. The project will take approximately 60 days to complete.
FDOT Projects
Blanding Blvd (SR21) Widening and Reconstruction Project- from Allie Murray Road to Long Bay Road- the project involves the full reconstruction and widening to six lanes of the roadway in this area. Construction on this $18 million project also includes adding four-foot bike lanes and six-foot sidewalk in both directions, replacing traffic signals, adding streetlights, and constructing a new drainage system including new pipes, inlets, and small ponds. Medians are being narrowed to allow for the roadway widening and curb construction and some intersection realignment work will be done to better facilitate traffic signals and new travel lane alignment. Construction began in January of 2019 and is expected to be complete in fall of 2021.
Blanding Blvd (SR21) Widening Project – from CR 218 to Black Creek Bridge- Add two lanes of capacity to the 4-lane section of Blanding Boulevard between County Road 218 and Black Creek to provide more efficient east-west movements at the intersection of Blanding Boulevard and County Road 218. The County Road 218 bridge over Black Creek will be replaced to provide a wider bridge in order to accommodate the improvements within the project corridor. The County Road 218 bridge will remain to traffic open during construction. Construction on this $16.4 million project began in February 2020 and is expected to be completed in spring 2022.
Blanding Blvd (SR21) from State Road 16 to County Road 215- A resurfacing project on State Road 21 between State Road 16 and County Road 215 began on February 22, 2021, with estimated completion in fall of 2021. The $3.9 million project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, guardrail, traffic signals, and highway signage. Construction will take place during both daytime and overnight hours. No lane closures will be permitted from 6 a.m. to 8:30 a.m. Monday through Friday.
State Road 16 at Black Creek – Anticipate continuous closure of emergency lanes through December 2021 for bridge work.
State Road 21 Between Keystone Heights and Melrose- Milling and resurfacing project on the 6.5 mile stretch between the Putnam County line, just north of Melrose, to north of Commercial Circle in Keystone Heights. Additional roadway safety improvements include widening the paved shoulders, improving the lighting within the Town of Keystone Heights, and adding mid-block crossings and bulb-outs as part of the Town’s Streetscape project. Construction began in June 2020 on this $6.9 million project with completion expected in fall 2021.
US 17 and State Road 16- Bridge rehabilitation projects on U.S. 17 (State Road 15) over Johnson Slough and State Road 16 over the Black Creek North Fork began June 13, 2021, with an anticipated completion in spring 2022. Construction on this project includes installation of bridge pile jackets, spall repairs and other incidental work. Construction activities will take place primarily during daytime hours Monday through Friday.

On U.S. 17 (State Road 15) over Johnson Slough, no northbound lane closures will be permitted from 6 a.m. to 9 a.m. Monday through Friday; no southbound lane closures will be permitted from 3:30 p.m. to 6:30 p.m. Monday through Friday; and no multi-lane closures will be permitted at any time.

On State Road 16 over Black Creek, single lane closures will be permitted at any time in one direction only; no multi-lane closures will be permitted. Channels will remain open for marine traffic at all times.
U.S. 301 from County Road 218 to Richard Mosely Road –Daytime lane closures weekdays from 7 a.m. to 5 p.m. and nighttime lane closures weeknights from 7:30 p.m. to 7:30 a.m. for road work.
In this location 52 new concrete test sections are being installed parallel to the existing northbound lanes of U.S. 301 from just south of County Road 218 to just north of Richard Mosely Road (approximately 2.5 miles). A new storm water pond, new traffic signals, lighting, highway signage, guardrail, drainage, and asphalt paving are included in the construction. Work began in November of 2020 and should be complete by summer 2023.
First Coast Expressway (FCE) Work FDOT
First Coast Expressway (State Road 23) from north of S.R. 16 to east of C.R. 209 - Construct 9.7 miles of new multi-lane limited access toll road from east of C.R. 209 to north of S.R. 16 at a cost of $180 million. Construction began April 15, 2019. This segment of the First Coast Expressway is expected to be completed in spring 2025.
First Coast Expressway (State Road 23) from S.R. 21 to north of S.R. 16 - Construct 10.5 miles of new multi-lane limited access toll road from north of S.R. 16 to north of S.R. 21 (Blanding Boulevard) at a cost of $229 million. Construction began March 4, 2019. This segment of the First Coast Expressway is expected to be completed in spring 2025.

State Road 16 west of Green Cove Springs - Daytime eastbound and westbound single lane closures weekdays from 8:30 a.m. to 4:30 p.m. and nighttime single lane closures weeknights from 11 p.m. to 5 a.m. for road work.
State Road 23 at County Road 220 - Daytime lane closures with flaggers Monday, October 25 through Saturday, October 30, from 7 a.m. to 5:30 p.m. for delivery of construction materials.
U.S. 17 south of Green Cove Springs – Daytime northbound and southbound single inside lane closures weekdays from 7:30 a.m. to 4:30 p.m. and nighttime single inside lane closures weeknights from 6 p.m. to 6:30 a.m. for road work.
