Important Updates for the Colorado Assessors' Community
Applications for Exemptions
Members of our Exemptions Section will soon be taking field trips to outlying counties to inspect properties for which applications for property tax exemption have been submitted.
As we do not visit some of these areas very often, we would like to do as many inspections as possible on each trip. With that in mind, if you have any exemption applications to pass along, please do it soon so we can maximize the efficiency of our upcoming trips.

Assessors' Reference Library Downloadable PDF
The Division has added a downloadable PDF link on the Assessor Reference Library (ARL) website. This link will allow the user to download the most recent, full version, of each of the three ARL volumes.

Out of State Ownership List
The deadline for submitting the Out-Of-State Ownership List to the Department of Revenue is on or before June 1, § 39-5-102(3), C.R.S. The Department of Revenue requests that the data be submitted electronically in an Excel spreadsheet. This spreadsheet is a list of the names and addresses of all nonresidents as shown in your records as of the previous assessment date of owned real or personal property within the county. The requested format is on the Division's website.
Plains Marketing LP (PC103) Changed Assessment
There was a change in value based on a Board of Assessment Appeals settlement agreement, Docket Number 2024BAA845.
The taxpayer requested an all year nonstop speed of 250 miles per day, like coal unit trains, for crude oil tankers traveling back and forth mostly between Utah and Kansas. We insisted on a speed study to go higher than the actual system wide and typical calculation of 151 miles per day, which took the prospect of a hearing to acquire. This resulted in a value reduction and apportionment change to the referenced property.
The revised values are on the Division of Property Taxation Website.
Special Notices of Valuation Reminder
The use of Special Notices of Valuation (SNOV) to correct clerical errors or undervaluation is not legally appropriate.
Errors found after May 1, but before County Board of Equalization (CBOE) meetings are concluded, can be submitted to the CBOE for increases in valuation.
SNOV’s should only be used for omitted property and other issues found in ARL Volume 2.

Division of Property Taxation Education Opportunities
The Division of Property Taxation's education program is designed for county assessors and employees.
Courses and workshops are designed to review and explain current Colorado property tax law, and present generally accepted appraisal and management techniques useful to the assessor and assessor staff.
