Important Updates for the Colorado Assessors' Community
New Update 4/16/2025: Revised Ski Area Possessory Interest Pass-Through Rate
The 2025 ski area possessory interest pass-through rate presented at the March 27 meeting of the Statutory Advisory Committee (SAC) contained an error. After consultation with the Attorney General’s Office, it was determined that the State Board of Equalization (SBOE) does not have the statutory authority to change materials approved by SAC.
Correcting the pass-through rate would require additional pre-SAC and SAC meetings as well as time for the SBOE to meet or let the changes be approved after 30 days. This would significantly delay final approval and publication of the pass-through rate.
Consequently, the Division intends to request at the SBOE April 25 meeting that the revised pass-through rate, as presented to SAC, not be approved. This action would maintain the pass-through rate at the 2024 rate of 4.7%. The Division will publish the 2025 rates after the April 25 SBOE meeting.

Division of Property Taxation Education Opportunities
The Division of Property Taxation's education program is designed for county assessors and employees.
Courses and workshops are designed to review and explain current Colorado property tax law, and present generally accepted appraisal and management techniques useful to the assessor and assessor staff.
