Share your thoughts on upcoming Board meeting agenda items using the eComment service. Submit your eComments once the agenda is released, and they’ll be shared with the Board of Supervisors and the Chief Administrative Officer. You can also submit comments during the meeting.

Watch the Meeting
There are many ways to watch the Board of Supervisors meetings:

  • Watch on Cable TV: Watch the meeting on these TV channels: Cox Ch. 24 (South) or Ch. 19 (North); Spectrum Ch. 24 or 85; or through the County News Center. Currently, the County News Channel is not available via AT&T U-Verse.
  • Watch Online: Watch the live stream online. The County broadcasts the meeting through a variety of services.
  • Listen Via Phone: Listen to the live meeting by dialing (619) 531-4716 while business is being conducted. This is a live, listen-only feed.

The public can attend Board of Supervisors meetings in person and share comments. Overflow rooms are available to watch the meeting and wait to speak. Meetings are held at the County Administration Center, 1600 Pacific Highway, Room 310 (Third Floor), San Diego, CA 92101. Free parking is provided.

Updated Public Participation Rules: 

Here are a few updates on new public participation rules (Rule 4) that were adopted by the Board of Supervisors:
  • Public Comments Must Pertain to Agenda Items: Under the rules, all public comments must pertain to the agenda items being discussed by the Board. This ensures the public comment period is focused on providing input on the specific matters before the Board.
  • Updates to Non-Agenda Public Comment:
    • Speaker slips for non-agenda public comments can now be submitted up until the non-agenda public comment period begins, aligning with the deadline for discussion items.
    • You can choose to make non-agenda public comments during either the General Legislative Session or the Land Use Legislative Session, but only once per meeting.
    • The Chairperson may reduce speaking time for non-agenda public comments, if necessary, to keep the meeting on schedule.
  • Deadline to Submit Presentations: The rules clarify that the public must submit any presentations or videos they want to show during their comments by a specified deadline, generally the Friday before the meeting. This allows staff time to set up the equipment during the speaker's allotted time.
  • Disruptive Behavior: As a reminder, the Board wishes to ensure that business is conducted in an orderly fashion, to encourage public input at its meetings, and to ensure that all have an equal opportunity to observe and participate in the proceedings. Accordingly, the following shall govern the conduct of the meeting:
    • All remarks and questions by a speaker shall be addressed to the Board and not to County staff.
    • Each person who addresses the Board of Supervisors shall not use loud, shouting, threatening, impertinent, slanderous, profane, or abusive language to any member of the Board, staff, or the general public. The Chairperson may, at the Chairperson’s option, state to the person who has used such language that such language is unwanted, unwelcome, inappropriate, and interferes with the ability of those present to listen and understand. The speaker’s time will be held during the Chairperson’s statement and the speaker will receive their full allotment of time, unless the speaker is sanctioned under Rule 4(h) in a manner that results in the speaker not receiving their full allotment of time.
    • No person shall disrupt, disturb, or otherwise impede the orderly conduct of the Board meeting. Any language or conduct that disrupts, disturbs, or otherwise impedes the orderly conduct of the Board meeting is prohibited, and the Chairperson may impose sanctions for a violation under Rule 4(h).
    • Nothing herein shall preclude a member of the public from commenting on, questioning, or criticizing the policies, procedures, programs, or services of the County, the acts or omissions of the Board, or the positions, statements, votes, actions, or omissions of members of the Board.
    • Additional information about conduct and sanctions is described further in Rule 4.
These changes are intended to make the public participation process clearer and more consistent, while also providing the Board Chairperson some flexibility to manage the meetings in an orderly manner.

  • Assistive Listening Devices (ALDs): Available from the Clerk in Room 402 before the meeting and must be returned afterward.
  • Sign Language Interpreters: Contact the Countywide ADA Title II Coordinator at (619) 531-4908.
  • Wheelchair Accessibility: An area at the front of the Chamber is reserved for wheelchair users and other accessibility devices.

Please submit accommodation requests at least 72 hours before the meeting when possible.


Translation Services:
Spanish translation is available for public speakers at Board of Supervisors meetings. Other languages, including Arabic, Mandarin, Korean, Persian, Somali, Tagalog, and Vietnamese, can be provided upon request at least 72 hours before the meeting. Refer to Board Policy A-139 for additional information.
