District 4 Residents & Friends!
As we step into August, I want to take a moment to reflect on the privilege of serving the vibrant communities that make up District 4. From Granite Bay to the neighborhoods surrounding it, our district is home to more than 80,000 residents, but oftentimes, we hear directly from only a small fraction of you. That’s why community input is essential to making your voice heard.
Did you know that last month, the Board of Supervisors approved a balanced $1.37 billion budget for Fiscal Year 2025–26, reinforcing the county’s commitment to fiscal responsibility while investing in critical services and long-term infrastructure? With west Placer continuing to grow, this budget reflects an 11.7% increase over last year, ensuring that public safety, roads, parks, and other essential services can keep pace. One of the most exciting developments this summer is a major win for local infrastructure and commuters across our region. Representative Kevin Kiley secured $22.5 million in federal funding to widen State Route 65 near the I-80 interchange. This project, made possible through the U.S. Department of Transportation’s BUILD Grant program, will add a third outside lane for 1.4 miles from Blue Oaks Boulevard to Galleria Boulevard, and an additional auxiliary lane from Pleasant Grove Boulevard to Galleria.
This $28.1 million project will significantly ease one of Placer County’s worst bottlenecks. Commuters can expect reduced traffic congestion, improved travel times, and enhanced safety, all with minimal cost to local taxpayers. A special thanks to Rep. Kiley, the Placer County Transportation Planning Agency (PCTPA) board, which I sit on, and the Department of Transportation for their partnership and commitment to our region’s future.
As we turn the page into the school year, it’s also a good time to remember that back to school is just around the corner. Please be extra cautious on the roads. Watch out for pedestrians, especially near schools and bus stops. Many local nonprofits are also running backpack and school supply drives right now. If you’re able, consider donating to help students in need start the year off right.
And speaking of milestones, did you know the Galleria Mall is celebrating its 25th anniversary this August? All month long, shops and restaurants will be offering anniversary specials and fun activities for the whole family. It’s a great opportunity to shop local, grab a bite, and join in the celebration of one of our area’s most beloved destinations.
District 4 continues to grow and evolve so your voice, input, and partnership are essential as we work together to make our community the best it can be. PCTPA receives funding for Route 65 widening project
The Placer County Transportation Planning Agency is celebrating a major infrastructure win as U.S. Rep. Kevin Kiley has helped secure nearly $22.5 million in federal funding to widen a key stretch of state Route 65 near Interstate 80.
The project will add a third southbound lane from Blue Oaks Boulevard to Galleria Boulevard, and an auxiliary lane from Pleasant Grove Boulevard to Galleria, addressing one of the region’s worst traffic bottlenecks. The grant is funded through the U.S. Department of Transportation’s BUILD Grant program. Construction is expected to start in spring 2027.

Draft Placer 2050 Vision Statement and Guiding Principles released
Our team will be presenting the Placer 2050 Vision and Guiding Principles document, to our Board of Supervisors on Tuesday, Aug. 5. at 9 a.m. The meeting will be held in the Board Chambers, 175 Fulweiler Ave., Auburn and live on Youtube.
The board meeting begins at 9 a.m. Tuesday. Our item is timed for 10:30 a.m. The agenda and YouTube link will be posted online on Friday.
The full item before the board includes: • Receive a presentation and consider the Planning Commission’s recommendation to take the following actions related to the Placer 2050 General Plan Update Vision Statement and Guiding
Principles: o Determine that the proposed action is not a project under the California Environmental Quality Act Guidelines Section 15378(b)(5). o Adopt a Resolution approving the Placer 2050 General Plan Update Vision Statement and Development of the Vision Statement and Guiding Principles involved a robust public engagement process. The county hosted a series of in-person and virtual workshops, attended community events and conducted a statistically significant survey.
“The Placer 2050 General Plan Update is going to guide the future of Placer County, and we really appreciate the community’s input as we’ve developed the Vision Statement and Guiding Principles,” Planning Director Chris Pahule said. “This document really reflects our shared values and will be used to inform the next phases of planning.”
The Vision Statement envisions Placer County in 2050 as a region that cherishes its natural beauty, fosters vibrant and inclusive communities and promotes sustainable growth. It emphasizes the importance of preserving open spaces, ensuring access to affordable housing and maintaining the unique character of its rural and urban areas.
The statement also highlights the county's commitment to resilient infrastructure, environmental stewardship and economic innovation.
Accompanying the vision statement are a set of guiding principles designed to provide direction for decision-making throughout the General Plan Update process.
These principles focus on balanced growth, environmental sustainability, community wellbeing and transparent governance. They serve as a compass for county leaders and staff to align future initiatives with the community's values and priorities.

Placer County Needs Your Input on the 2026 Hazard Mitigation Plan
Placer County and its partner jurisdictions are working to update the FEMA-required Multi-Jurisdictional Hazard Mitigation Plan, an essential roadmap to reduce risks and improve public safety from natural and human-caused hazards. Community participation is vital to ensure the plan reflects local priorities and concerns.

Blue Envelope Placer County Sheriff's Office touts Blue Envelope program in building community trust
The Placer County Sheriff's Office is expanding a program aimed at strengthening its ties with the community. It's called the Blue Envelope Program. It's designed to make interactions between law enforcement and individuals with disabilities safer, smoother and more compassionate.

WIC families in Placer County now have a fresh way to use their benefits — literally. With the rollout of updated California WIC cards featuring a quick response (QR) code, participants can now shop for fruits and vegetables directly from local farmers at WIC-authorized farmers’ markets. Find a participating location near you online, or on the WIC app. The new QR-enabled card from WIC (Women, Infants and Children Program) allows families to use their monthly fruits and vegetables benefit to purchase fresh, seasonal produce from local vendors. This option supports both healthy eating and Placer County’s agricultural economy by making it easier for families to access high-quality, locally-grown food. “This update to the WIC card means greater access to healthy, local produce and stronger support for our community’s farmers,” said Marcia Barnes, Placer County WIC program supervisor. “It’s a win-win for families and agriculture.” The QR code — located on the front of the card — is scanned by farmers at checkout. Families confirm their purchase by entering a PIN, and the cost is deducted from their monthly benefit balance, just like at the grocery store. The magnetic stripe on the back of the card continues to be used for traditional in-store purchases, while the new QR feature is specifically designed for use at participating farmers’ markets.
The WIC fruits and vegetables benefit amounts are: • $26 per month for children ages 1 to 5 • $47 per month for pregnant and postpartum individuals • $52 per month for individuals who are breastfeeding • $78 per month for individuals breastfeeding more than one infant These benefits are available year-round and can be used to purchase fresh and organic fruits and vegetables. Frozen or dried produce is not eligible.

The Board of Supervisors is the governing body of the County and certain special districts. The Board enacts ordinances and resolutions, adopts the annual budget, approves contracts, appropriates funds, determines land use zoning for the unincorporated area, and appoints certain County officers, including the CEO and members of various boards and commissions.
Regular Meetings
The Board of Supervisors generally meets on the second and fourth Tuesday of each month at 9 a.m. at the Placer County Administrative Center located at 175 Fulweiler Avenue in Auburn, CA. Please view the meeting calendar to verify meeting dates.

Strategic Plan
Placer County has identified eight Critical Success Factors to help set the county’s priorities.
