As a Placer County Supervisor I represent the county on a number of governing boards for other public agencies, including the Placer County Transportation Planning Agency (PCTPA)and the Capital Corridor Joint Powers Authority (CCJPA).

The CCJPA manages the Capitol Corridor passenger rail service, which provides a critical link between Auburn, the Sacramento mega region and the San Francisco Bay Area. Since the service began in 1991, ridership has grown to make the Capitol Corridor the third busiest passenger rail service in the United States, and a planned expansion of the tracks will result in even greater ridership in the coming years.

The new Sacramento to Roseville Third Track project will provide nearly 18 miles of track and multiple improvements along the route, including 11 new railroad bridges. As we have all heard by now one of the biggest obstacles for projects like this one is figuring out how to pay for them. The good news is the Capitol Corridor has been awarded $83.5 million of the $140 million needed for Phase 1 of the project.

Phase 1 will construct approximately 10 miles of third main track and a new layover and servicing facility for Capitol Corridor trains in Roseville. The Phase 1 project will allow the Capitol Corridor to operate three round trips daily – six trains total – between Sacramento and Roseville, up from the current of one train operating per day. The final engineering design is expected to be completed in 2022 with construction beginning in June 2024.

The project will be a collaborative effort between CCJPA, PCTPA, City of Roseville, Union Pacific Railroad and the City and County of Sacramento.

Peak-hour Capitol Corridor trains can carry upwards of 600 people, which can take 500 cars off the road during peak congestion periods. The Third track project improvements will increase the number of cars taken off the road and are projected to reduce the number of vehicle miles traveled by nearly 12 million throughout Northern California.

Once completed this project will improve the quality of life in Placer County and the surrounding regions, and I am grateful for the opportunity to participate in this critical commuter train transportation effort.
