CalRecycle is pleased to announce that the Beverage Container Redemption Innovation Grant Program (RIG5) is open for applications.
Grant applications will be accepted ongoing through June 30, 2026.

Grant Details
The Department of Resources Recycling and Recovery (CalRecycle) will administer the RIG5 program to provide funding for mobile unit programs, reverse vending machines, or bag drop programs for dealer cooperatives. Dealer cooperatives are nonprofit stewardship organizations formed for the purpose of providing redemption opportunities pursuant to Public Resources Code Section 14578 (a)(2) and consist of dealer members and have an approved dealer cooperative stewardship plan. We anticipates announcing grant awards during CalRecycle's January 2026 Monthly Public Meeting.
Funding
- $40,000,000 available for fiscal years 2023-24 and 2024-25.
- Up to $10,000,000 is the maximum available per applicant.
- $500,000 is the minimum available per applicant.
Eligibility Requirements
Eligible applicants include:

Dealer Cooperatives. A Dealer Cooperative is a stewardship organization that is exempt from taxation under Section 501(c)(3) of the federal Internal Revenue Code of 1986 and formed for the purpose of providing redemption opportunities pursuant to paragraph (2) of subdivision (a) of Section 14578 and consists of member dealers and has an approved dealer cooperative redemption plan. A dealer cooperative is voluntary for a dealer to join pursuant to Section 14578.
Organizational types within the eligible applicant identified above include:
- Nonprofit Organizations. Nonprofit organizations (except private K–12 schools) registered with the federal government under 501(c)3, (c)6, or (c)10 of the Internal Revenue Code.
Eligible Projects

Mobile Programs. Consists of either:
- Redemption in-person through staffed systems that is moved between different redemption locations
- or pickup-service redemption at the consumer's addresses within unserved zones.

Bag Drop Programs. Consist of consumers depositing empty beverage containers in a sealable bag, box, or other container into a designated Bag Drop receptacle for later collection and redemption.

Reverse Vending Machines (RVMs). Consists of deployment of automated machines that accept empty beverage containers and provide payment to customers at time of deposit.
Eligible Costs
Eligible costs are limited to the following:
- Administrative Costs (Operating Expenses)
- Education
- Public Education and Outreach - (e.g., workshops, public meetings, town halls, public events, etc.)
- School Education - (e.g., assemblies, curriculum/guides, school events)
- Media - (e.g., television, website, radio, scripts, instructional videos)
- Materials - (e.g., booklets/brochures/flyers, etc.)
- Equipment

- Software – (Must have direct nexus to equipment)
- Installation Costs
- Personnel
Project Requirements
All projects must be located within an unserved zone identified within the CalRecycle approved Dealer Cooperative Stewardship Plan. Applicants must have an approved Dealer Cooperative Stewardship Plan and will be required to submit documentation provided by CalRecycle that demonstrates approval with their application. Applications submitted without evidence of Dealer Cooperative Stewardship Plan approval will not be considered for funding.
