Monthly Newsletter - June 2018

City Managers Report 

Greetings to all residents, businesses and visitors of the City of Jurupa Valley. In this newsletter message, I wanted to share with you some items of interest that your City Council and city staff have been recently been engaged in, and a couple of items of concern that we all share.

 Budget for Fiscal Year 2018/2019 (July 1, 2018 - June 30, 2019)

 The City Council adopted a balanced operational budget for FY 18/19 at the June 7th City Council meeting. Included in the new budget are two significant items.

 The City Council authorized a significant increase in the law enforcement services provided by the Riverside County Sheriff. In addition to the annual cost increase of almost $1,000,000 levied by the county Board of Supervisors to the existing level of service, a cost the city cannot control, an additional $1,000,000 in service increases was approved. The city will be spending approximately 54% of the General Fund (discretionary fund) on law enforcement. The fact that our city is increasing law enforcement while other cities are reducing their law enforcement reflects well on the City Council’s dedication to improving this service, and the financial strength of the city to be able to afford to do so.

 The City Council approved continuation of the two new Park Rangers for the city owned park facility adjacent to Paradise Knolls Golf Course. These Park Rangers were actually brought on board on May 1st in an effort to address the many issues and concerns that were prevalent last summer at the park and river. The addition of these two positions has already borne very positive results in addressing those issues, and continuation of this service is warranted. Additionally, these two positions will also back up Code Enforcement activities during days when park usage is slow.

 The financial status of the city is strong with a balanced budget and a healthy reserve. Gone are the days of the past when the future appeared to be in doubt. The future now stands bright for the city as we move into the next fiscal year and beyond. 

 Law Enforcement

 As noted above, the City Council authorized an increase in law enforcement services to the tune of approximately $1,000,000. This increase covers the addition of two full time deputies who will handle special quality of life issues such as noise complaints, illegal vendors and panhandlers. They will also be available for direct support to the patrol deputies for emergency responses. Previously, quality of life issues, in particular noise complaints, were only handled by deputies who volunteered for overtime. And in many cases, there were no volunteers, thus slow response. By adding full time deputies, we expect to see a significant improvement in enforcement of noise issues, in particular, party houses. The Sheriff Department will assign these two positions as soon as possible, but it may be a few months before they are on board. Once that occurs, we expect to see marked improvement in response to these types of issues. Additionally, two community service officers (CSOs) have been added to the existing CSO team. These officers will complement our existing CSO team on parking issues, in particular on weekends, and assisting patrol deputies in transporting arrestees and taking low priority crime reports from citizens. By adding these positions, less time will be spent on these issues by patrol deputies, which should result in faster response times for other higher priority criminal activity.

 One issue that remains that the city has no control over, is the significant annual cost increases imposed by the county Board of Supervisors on all contract city contracts, with no service increase. The county’s failure to control costs that they are responsible for, and have control over, is unsustainable. There is no recognition by the Board of Supervisors to the damage they are doing to their own constituents that live in all the contract cities, and the unincorporated areas, due to their failure to control costs. To that end, and with no reason to believe that issue will change anytime soon, our city continues to explore options with several other contract cities to form an alternative law enforcement agency that the cities themselves will have direct control over in order to try and alleviate this mismanagement by the county. More on this later this year as this process continues.


 One of the concerns that everyone has, and not just in this city, but all throughout the state, is the condition of the streets. Years of neglect by the county in our case, and by other cities, counties and the state in general has created a statewide issue of deterioration that will be costly to recover from. In our city’s case, when the city incorporated 7 years ago, a preliminary estimate was made of the cost to rehabilitate the city’s roads. We found many streets, in particular in residential areas, that had not had any maintenance performed on them in over 20 years. The estimate to rehabilitate all of the approximately 365 miles of roads in the city that needed rehabilitation was close to $30,000,000. This was clearly a major hole the county left the city to dig out of. The city’s regular gas tax has been declining over the years, mostly due to drivers buying less gas due to better fuel economy of vehicles, hybrids and electric vehicles. Additionally, the gas tax has not increased since the early to mid-1990s, and has thus not kept pace with inflation costs for road maintenance. Thus, the amounts available are insufficient to cover the tremendous backlog of maintenance the county left the city. It costs approximately $1 million to repave a four lane road, one mile long.

 Since incorporation, the city has spent well over $15,000,000 in road rehabilitation, spread out over the entire city. In fact, one project alone performed in 6 phases accomplished $9,000,000 in residential street rehabilitation. The city leveraged a portion of its local Measure A annual road maintenance funds to perform 10 years of rehabilitation in 14 months. This work was spread out over the entire city so each area could get a fair share of work. Thus, some roads were rehabilitated based on priority need, others were not. To date, approximately 1/3 of the roads in the city that needed rehabilitation, have been rehabilitated over the last 7 years, most of it within the last two years. For the next fiscal year, the city will continue to perform priority road maintenance based on available funding.

 Fortunately, the Gas Tax increase (SB 1) passed by the state legislature last year will provide anywhere from $1.7 million to $2 million in additional road maintenance revenue each year that the city would not have otherwise. Since this is annual revenue that by law must be spent on road rehabilitation, and cannot be diverted for other purposes in spite of what you may have heard or read, our ability to close that maintenance backlog gap sooner has improved. Next fiscal year’s budget that begins July 1st has two major road rehabilitation projects that are desperately needed, and fully funded by the SB 1 Gas Tax. The two projects are re-pavement of Van Buren Blvd between Jurupa Rd and Rutile St, and re-pavement of Rubidoux Blvd between Mission Blvd and 29th street. Neither of these projects would be possible this soon without the SB 1 Gas Tax funding.

 However, there is a significant effort to repeal the Gas Tax in November. If the effort succeeds, Van Buren may be able to be completed, but the Rubidoux project will have to be cancelled. Additionally, all future plans to utilize this revenue for remediating the remaining significant backlog will be set back severely. Gasoline prices are high, however the 12 cents per gallon additional tax is not the real contributor. The price of oil is at its highest levels since the recession. And that accounts for the largest share of the cost of gasoline and diesel fuel. It would be a shame to throw away the benefits of improved roads over such a minimal amount of additional tax cost at the pump.

 Traffic Violations and Speeding Issues

 Recently, the city has been hit hard with several very tragic and needless fatalities due to violation of vehicle code laws by drivers. Driving while intoxicated is a serious problem in the city, and is among the top causes of many of the city’s major traffic accidents. And more and more drivers are getting worse at following basic traffic laws such as speed limits, red lights, stop signs and using smartphones while driving. We all have seen it day to day. The question is why has this become the norm? The answer is simple. Today’s society has lost all respect for the rule of law, has determined that they don’t need to follow the law, and knows that if they do get caught, the best they will get from the court system most of the time is a slap on the wrist. How did it get this way? Well, to start, just look at the schools during the morning and afternoon drop off and pick up hours. Parents are the worst offenders of traffic laws around the schools, and by violating these laws, they are teaching their children early on that this is acceptable behavior. As these children grow into teenage and adult years, this attitude manifests itself in their behavior toward driving. And this behavior carries into their adult years as well. The result is what we have today, drivers that just don’t care about their safety, or the safety of others. Couple that with the long ago abandoned mandatory driver safety training that was required in high school, and today’s lack of appropriate discipline for those who violate traffic laws, it is clear that society needs to change itself and become more responsible, or stay out of a vehicle.

 The bottom line is this. The city cannot have a traffic officer on every street intersection in the city. There isn’t enough money or deputies in the entire county to do that level of enforcement. The requirement to concentrate on traffic enforcement near the schools where the children are most vulnerable prevents deployment into other areas of the city and lessens the traffic deputies’ ability to enforce traffic laws on many streets when they could be doing so. Although now that school is out for the summer and those deputies will be able to work other areas of the city, this is a needless problem during the school year when the parents should not be violating traffic laws to begin with at these schools. As far as red light and stop sign violations, and driving while intoxicated on any substance, the real answer is personal responsibility. Don’t drink and drive, don’t get high on drugs or marijuana and drive, don’t text and drive, and obey all red lights and stop signs. Very simple common sense rules that when followed, will guarantee everyone’s safety.

Welcome to our two new Park Rangers who will be on hand every weekend and throughout the week to help keep the River Park (Paradise Beach) at Downey safe, clean, and fun for everyone who visits.  Both rangers are on hand and available to answer any questions you may have, share important safety tips and information, provide education on conservation and proper use of the river and park areas, enforce compliance with any illegal activities/parking concerns, and to ensure that the park remains safe, clean, and enjoyable for all.  Feel free to stop them and say hi or share any concerns you may have.

During the months of May and early June, City Hall underwent a landscaping renewal project to incorporate water conservation with drought tolerant plants and hardscape.  Our landscaping team took into consideration many plant species that thrive in this region so we could provide habitat for butterflies, humming birds and numerous other insect and animal visitors.  We hope that you will stop by and enjoy the new view of your City Hall.

Did you know that May 20th through May 26th was National Public Works Week. 

The City of Jurupa Valley is proud to support this year's theme, "The Power of Public Works" which honors the vital and enormous contribution public works professionals make every day and it invites the public to celebrate their quiet dedication and indispensable influence on our way of life.  From providing clean water to disposing of solid waste; to building roads and bridges or planning for and implementing mass transit; to removing graffiti or devising emergency management strategies to meet natural or manmade disasters; public works services enhances our society's quality of life.  THANK YOU!

Public Works Projects

The Public Works Dept. has been very busy this quarter!  With a City of over 44 sq. miles, there is a lot of areas to cover.  Here are some of the completed projects so far:

  • Slurry Seal Project:  Throughout the City, many streets were slurry sealed and restriped.
  • Graffiti Abatement:  308 locations were abated with a total of 5,071 sf of coverage
  • Installation of new Doggie Bag Dispensers at the Pat Merritt Dog Park:  Crews replaced failing dog bag dispensers with new ones.     

If you are not familiar with the ECitizen App, we encourage you to check it out.  We had a total of 171 requests submitted and we were able to close over 135 so far this month!

We have many upcoming improvements on the way, to highlight a few:

  • Sidewalk Installation Project: Sidewalk is being installed on Camino Real between Jay Hawk and Pebblewood.
  • Riverside Dr. Widening Project: Riverside Dr. is currently being widened between Wineville and the Day Creek Channel.
  • Tree Trimming/Removals in Mira Loma: Removal of dead Eucalyptus tress and we are beginning maintenance trimming trees throughout the Mira Loma area.
  • Striping Work (upcoming): restriping faded stop legends and bars in areas Citywide and also we will be restriping the following areas:
  • Sierra between city limits and Valley Way,  Valley Way between city limits and Mission Blvd.,  Crestmore between Riverview and Mission Blvd., and Etiwanda between Bellegrave and Van Buren Blvd.

Lt. Steve Kusy

Lieutenant Steve Kusy who also serves as the City of Jurupa Valley's Assistant Police Chief.  Lt. Kusy is a veteran Police Officer with over 24 years of law enforcement experience; he has worked many assignments including corrections, patrol operations, gang unit, traffic, motors, and training.  Lt. Kusy has held the ranks of Officer, Deputy Sheriff, Corporal, Sergeant and now Lieutenant.  We are proud to welcome his outstanding leadership and service to our City.

Division Chief Jeff Veik

Northwest Division Chief Jeff Veik started his career in 1987 and has honorably served on many assignments and has held distinguished leadership rolls as a Fire Captain B, Battalion Chief, Training and Safety Bureau Chief, and as both the Division Chief in the San Bernardino Unit as the Mountain Top Division Chief and now serving as our new Northwest Division Chief.  Chief Veik has been assigned to Cal Fire's Incident Management Teams for fifteen years. We are proud to welcome his outstanding leadership and service to our City.

Farmers Market on Saturday is back!  on behalf of HJV, we are pleased to announce that the monthly Saturday Farmers Market is back and now located at the Vernola Shopping Center by Lowes/Fitness 24.  The Market encompasses a much larger space, an outstanding array of food, health items, and so much more.  Stop by and say hi, there is something for everyone and it's a fun way to get some sunshine, fresh air and meet new friends.

Did you know there is a Healthy Jurupa Valley initiative right here in our city!  On behalf of the non-profit ReachOut, our HJV element is going strong and doing so many wonderful things here in Jurupa Valley.  Have you done the "The Walk Rubidoux"?  We encourage you to follow the banners along Mission Blvd. and walk the walk.  There are some very interesting businesses to visit, sights to see, and art on display within sidewalks and on a building. 

In collaboration with HJV, ReachOut, Riverside County Parks and many more wonderful agencies, we recently held the annual Healthy Extravaganza Event at the beautiful Rancho Jurupa Park.  What an exciting, fun filled day full of surprises, good food, music, a Super Hero Costume 5k, and so much more.  Here are a few pictures highlighting this fun annual event.

HJV Free Libraries

Jurupa Valley Builds Community and Literacy through Little Free Library Program

The neighborhoods of Jurupa Valley are about to get some new additions. The Healthy Jurupa Valley Arts & Recreation Action Team has embraced the Little Free Library movement and donated 14 Little Free Libraries to local residents. A Community Paint Day was held to allow community members to get involved in the design and decoration of each library. 

Little Free Libraries are a worldwide book sharing movement designed to promote literacy and a love of reading – along with a sense of community. Through Little Free Libraries, millions of books are exchanged each year, profoundly increasing access to books for readers of all ages and backgrounds. Additionally, residents with Little Free Libraries in their area report that they’ve met more neighbors, and that the neighborhood feels like a friendlier place. 

Little Free Libraries are built to be as diverse as the neighborhoods they inhabit, and it is always free to take a book, or leave a book. They encourage creativity, community, and connectedness.

City of Jurupa Valley Capitol Improvement Update

The City of Jurupa Valley has been awarded several capitol improvement projects which will be beginning soon.  Did you know that there will be a brand new spectacular interchange soon at Limonite and the 15fwy?  This project will begin sometime towards the end of August/mid September and is slated to be completed in approximately 18 months.

Importance of SB 1 Transportation Bill and Future Funding

Senate Bill 1 (SB 1), the Road Repair and Accountability Act (RMRA) of 2017 was passed by the Legislature and Signed into law by the Governor in April 2017 in order to address the significant multi-modal transportation funding shortfalls statewide.  SB 1 dedicates approximately $1.5 billion per year in new gas tax revenues apportioned by the State Controller (Controller) to cities and counties for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system. SB 1 includes accountability and transparency provisions that will ensure the residents of our City are aware of the projects proposed for funding in our community and which projects are in progress or have been completed each fiscal year.

For fiscal year 2017-18, the City received approximately $700,000 in additional revenue as a result of the RMRA program.  With these additional funds, the City was able to rehabilitate an additional 2,000,000 square feet of pavement as well as aid in the construction of other street improvements not solely associated with street rehabilitation.  For fiscal year 2018-19, the City will receive an estimated $1,700,000 as a result of the RMRA program which will fund desperately needed pavement rehabilitation on Van Buren Boulevard and Rubidoux Boulevard. 

The RMRA, as it stands now, will continue to fund critical pavement rehabilitation projects by providing for an additional $1,700,000 to $2,000,000 annually for the City.  Without the additional funds from this program, the City, would have otherwise been canceling, delaying and deferring projects throughout the community.

Following are some key facts that relate to the RMRA program:

·       The 2016 California Statewide Local Streets and Roads Needs Assessment found that the City’s streets and roads are in an “at-risk/poor” condition and this revenue will help us increase the overall quality of our road system and over the next decade will bring our streets and roads into an “at lower risk” condition

 ·       The average motorist pays more than $700 a year in added repair costs for their vehicle, just because of the poor condition of our roads however, a recent study by the American Road and Transportation Builders Association ("ARTBA") found transportation improvements from SB 1 will bring annual savings of nearly $300 per household

 ·       Cities and counties own and operate more than 81 percent of streets and roads in California, and from the moment we open our front door to drive to work, bike to school, or walk to the bus station, people are dependent upon a safe, reliable local transportation network

 ·       Modernizing the local street and road system provides well-paying construction jobs and boosts local economies

·       Maintaining and preserving the local street and road system in good condition will reduce drive times and traffic congestion, improve bicycle safety, and make the pedestrian experience safer and more appealing, which leads to reduce vehicle emissions helping the State achieve its air quality and greenhouse gas emissions reductions goals

 ·       Restoring roads before they fail also reduces construction time which results in less air pollution from heavy equipment and less water pollution from site run-off

 ·       The RMRA investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices, will have significant positive co-benefits statewide.
