Jefferson County Planning and Zoning will have a public hearing on its new "Forward Together" comprehensive plan on Sept 11, 2025 at 1 p.m. at the Jefferson County Courthouse in Commission Chambers.
This plan is an update and replanning of unincorporated Jefferson County planning and zoning guidelines. It's reflective of citizen feedback provided in community meetings and responds to the critical need for a cohesive growth and development strategy that is both visionary and practical, accounting for the diverse geographic, economic, and social contexts that define the County. The plan serves as a roadmap for managing development and conservation in Jefferson County’s unincorporated areas. It supports context-sensitive development, promotes mixed-use and walkable environments where appropriate, and reinforces rural and agricultural identity in outlying areas.
Citizens can provide feedback in person at the hearing, or via email to contact_zoning@jccal.org. The hearing will also be live streamed on the County’s website and our social media channels for those who wish to watch remotely.

Jefferson County is replacing the existing bridge and making other road improvements on Old Springville Rd from Roberts Drive to Shadow Lake Drive. It is a $4.5 million dollar project funded by ARPA funds. In May, a detour was put in place to allow for the relocation of underground utilities. Each utility has to schedule, and move, their respective lines. The following issues were experienced during this phase of construction and have delayed the project:
- Water lines were found to be located under the roadway (not as shown in plans), requiring additional and unplanned relocation work, and additional weeks to the schedule.
- 2 separate gas line relocations encountered rock and required a shift in construction methods.
- Un-permitted fiber utilities were also discovered and had to be identified and moved.
- Storm related power outages in March, May, June and August, pulled power crews off the jobsite to assist around the state, also causing some delays.
This month the contractor will begin putting in the bridge footing foundation work. In October, they plan to have the bridge superstructure in place, and by the end of November 2025 the County expects to have the paving complete and the road back open. The remainder of the project will be completed by February 2026.
🚧Temporary Road Closure🚧 Caldwell Mill Rd will close for bridge removal and replacement on Sept. 8, 2025, and will remain closed through Winter 2026 (Feb/March). After reopening, Old Looney Mill Rd will temporarily close for similar work until the Summer of 2026. Detours include the use of Five Oaks Lane and Old Looney Mill Rd.
→ Local traffic will have full access. But, visitors to Altadena Park should expect delays and use caution.
