Reminder - Complete STARS Training Today
Please complete any training in STARS by 5 p.m. today, July 22. Any training completed after that cannot be logged until after ECARES Phase 2 go-live in August.

We are excited to share the next step in our ongoing effort to support you and streamline our systems. Following the 2025 launch of the ECARES system for child care subsidies, the Wyoming Department of Family Services Early Care & Education Unit is preparing for the official launch of ECARES Phase 2 in August 2026! This phase will introduce provider background qualifications and a brand-new, user-friendly Learning Management System (LMS) to replace the current STARS platform (wyregistry.org).
To ensure a smooth transition to our new platform, the current STARS system will soon close for professional development documentation submissions. We want to make sure all your hard work is counted, so please note the upcoming deadline to submit your records.
Key Deadlines & Actions:

At 5 p.m. today, July 22, the STARS platform will lock and no longer accept documentation for credit approval as we transition to the new LMS. All pending training credits/ evaluations should be sent to STARS today. If not submitted by this date, they will not be approved or credited until after ECARES Phase 2 goes live in mid August.

Health & Safety courses on the wystars.thinkific.com platform will remain accessible until July 31, and completions will be automatically credited through that date.

New Staff hired between July 23 and July 31 can still visit wyregistry.org to establish a new account and fulfill Health & Safety training requirements via wystars.thinkific.com.

Future Health & Safety training credits will be restricted exclusively to courses provided by the Department of Family Services. These updated modules now conclude with a brief quiz. Please contact your licensor if you have any questions regarding these upcoming modifications.
New Payment Method Alert
Once ECARES Phase 2 goes live, DFS will begin accepting electronic payments for all fees, including licensing application and renewal fees, background checks, and other associated costs.
If you do not have a debit or credit card to pay these fees, please consult with your licensor to discuss alternative options and ensure all required payments can be made through the new ECARES system.
The Last Training Session Takes Place Tomorrow
ECARES – Phase 2 is designed to improve how you submit a renewal applications, and monitor and complete provider personnel requirements such as background checks and training.
