CHAPTER 6, SECTION 2 CONSTRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Pete Lien & Sons Incorporated to modify the Jonathon Lime Plant & Lime Kiln Dust Landfill by increasing the quicklime production capacity of the lime kiln (CKD001) from 25 tons per hour (tph) lime to 35 tph, increasing the acreage of existing storage piles at the facility and adding a new storage pile for limestone that will be transported offsite. The Jonathon Lime Plant & Lime Kiln Dust Landfill is located in Section 2, T17N, R73W, approximately nine (9) miles north of Laramie, in Albany County, Wyoming.
For the duration of the public comment period, the permit application, the agency’s analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F026701 and permit number P0039456 under permits. This material may also be viewed online, at the above URL, utilizing a public computer at the Albany County Library, Laramie, Wyoming. Additionally, for the duration of the public comment period a copy of this public notice is available for public inspection at the Albany County Clerk’s Office, Laramie, Wyoming. In accordance with the Americans with Disabilities Act, special assistance or alternate formats will be made available upon request for individuals with disabilities.
The Jonathon Lime Plant & Lime Kiln Dust Landfill is subject to Prevention of Significant Deterioration Regulations. The anticipated degree of increment consumption for nitrogen dioxide (NO2), sulfur dioxide (SO2), particulate matter (PM10) and particulate matter less than 2.5 microns in size (PM2.5) are as follows:
• The Class II increment consumption attributable to the Jonathon Lime Plant & Lime Kiln Dust Landfill is estimated to be:
◦ Less than the significant impact level of the annual NO2 increment
◦ Less than the significant impact level of the annual SO2 increment
◦ 8% of the 24-hr SO2 increment
◦ 9% of the 3-hr SO2 increment
◦ Less than the significant impact level of the 24-hour PM10 increment
◦ 71% of the annual PM10 increment
◦ 48% of the 24-hr PM2.5 increment
◦ 70% of the annual PM2.5 increment
The increment consumption at the following Class I areas attributable to the Jonathon Lime Plant & Lime Kiln Dust Landfill is estimated to be:
-- Rawah Wilderness Area, CO
-- Rocky Mountain National Park, CO
-- Mount Zirkel Wilderness Area, CO
◦ Less than the significant impact level of the annual NO2 increments
◦ Less than the significant impact level of the annual SO2 increments
◦ 69% of the 3-hour SO2 increment
◦ 70% of the 24-hour SO2 increment
◦ Less than the significant impact level of the annual PM10 increments
◦ Less than the significant impact level of the annual PM2.5 increments
