The Town of Pine Bluffs, Wyoming will conduct a public meeting Wednesday March 19 at 3:30PM, local time in the Pine Bluffs Town Hall. The purpose of this meeting is to allow citizens to review and comment on a fiscal amendment to the North Wells/Prairie View project:
The original project included the installation of 9,000 linear feet of 6- and 8- inch water distribution line. The project was bid in 2024 but because of higher than anticipated costs, the project size was reduced by nearly 50% to accommodate the allowable budget and a portion of the project would not be completed. This amendment includes the remaining 4300 linear feet of 6- and 8-inch water line. In addition to this new waterline the Town will also install sewer mains, sewer lift station and ancillary utilities to complete the development. The North Wells Development/Prairie View Project is part of the Town’s continuing effort to provide affordable housing, mixed-use properties and industrial expansion to its citizens. The development includes the addition of 30 residential lots, 7 light industrial lots, 2 mixed use properties and town-owned Green Space. The North Wells property was purchased by the Town in 2014 for the dual purpose of Well Head Protection and stabilization of the Town’s water supply. The existing water wells, which were purchased as part of the property transaction were integrated into the Town’s water system in 2017 and these wells serve as an important component of today’s water supply. The North Wells Development has been envisioned since 2014, has been part of the Town’s Master Plan and is an effort to allow reasonable growth for a landlocked community.
With this amendment, the Town of Pine Bluffs will use funds from the Wyoming Drinking Water State Revolving Fund administered by the Wyoming Office of State Lands and Investments (OSLI). The Town will present the project and the estimated cost of the proposed amendment. Based on the current estimates the Town of Pine Bluffs plans to borrow an additional $822,316 for a total loan of $2,697,316. Under the current project the Town received OSLI Principal Forgiveness/Grant of $937,500. With the approval of this amendment, the total loan would be $1,759,816 at 1.5% over 20 years. The Town anticipates the OSLI may grant additional subsidies in the form of Principal Forgiveness and/or a reduced interest rate. Specific Purpose Sales Tax and user fees will repay this loan.
The average rate increase is anticipated $14.18 per month per user to repay this loan. These fees and costs were factored into the September 2022 and September 2024 water rate increase and no new rate increases are anticipated.
