The Division of Air Quality, proposes to approve the following requests:

West Soda, LLC (F031248, P0037068):  

CHAPTER 6, SECTION 2 CONSTRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by West Soda LLC to construct a trona processing facility, located within Section 9, T18N, R111W, approximately five (5) km south of Granger, in Sweetwater County, Wyoming. Natural soda ash (sodium carbonate) and baking soda (sodium bicarbonate) will be produced from sodium-based minerals (primarily trona) extracted by solution mining in the solution mining area. The West Soda Plant will include gas-fired boilers, a lime kiln for regeneration of spent lime, material processing and handling equipment, and utilities such as cooling towers and emergency generators.

For the duration of the public comment period, the permit application, the agency’s analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F031248 and permit number P0037068 under permits. This material may also be viewed online, at the above URL, utilizing a public computer at the Sweetwater County Library, Green River, Wyoming. Additionally, for the duration of the public comment period a copy of this public notice is available for public inspection at the Sweetwater County Clerk’s Office, Green River, Wyoming. In accordance with the Americans with Disabilities Act, special assistance or alternate formats will be made available upon request for individuals with disabilities.

The West Soda Plant is subject to Prevention of Significant Deterioration Regulations. The anticipated degree of increment consumption for sulfur dioxide (SO2), particulate matter (PM10), particulate matter less than 2.5 microns in size (PM2.5) and nitrogen dioxide (NO2) are as follows:
• The Class II increment consumption attributable to the West Soda Plant is estimated to be:
◦ 28% of the annual NO2 increment
◦ Less than the significant impact level of annual SO2 increment
◦ Less than the significant impact level of 24-hr SO2 increment
◦ Less than the significant impact level of the 3-hr SO2 increment
◦ 87% of the 24-hr PM2.5 increment
◦ 40% of the annual PM2.5 increment
◦ 46% of the 24-hr PM10 increment
◦ 15% of the annual PM10 increment
• The increment consumption at the following Class I areas attributable to the West Soda Plant is estimated to be:
-- Bridger Wilderness Area, WY
-- Fitzpatrick Wilderness Area, WY
-- Grand Teton National Park
◦ Less than the significant impact level of the annual NO2 increment
◦ Less than the significant impact level of the 3-hour, 24-hour, and annual SO2 increments
◦ Less than the significant impact level of the 24-hour PM2.5 increment
◦ Less than the significant impact level of the annual PM2.5 increment
◦ Less than the significant impact level of of the 24-hour PM10 increment
◦ Less than the significant impact level of than 0.1% of the annual PM10 increment

West Soda, LLC (F031340, P0037632):  

CHAPTER 6, SECTION 2 CONSTRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by West Soda LLC to construct the West Soda Solution Mining Area, to be located within Sections 5, 9, 11, 13, 15, and 21, T16N, R110W, approximately fifteen (15) miles south-southeast of Granger, in Sweetwater County, Wyoming. The Solution Mining Area will implement a solution mining process to extract sodium minerals present in underground trona deposits, requiring construction of solution wells, brine tanks and pond, diesel/gasoline tanks and generators, roads, a landfill, and a pond stockpile. The sodium mineral solution will be minimally processed in the Solution Mining Area then piped approximately fifteen (15) miles northwest to the West Soda Plant (F031248), which is a separate source from the Solution Mining Area for air permitting purposes. Potential emissions for the Solution Mining Area result from the following proposed equipment/emission sources: four (4) 700 hp Cat C18 diesel generator engines (ENG001 – ENG004), four (4) 1,060,000 gallon brine storage tanks (TNK001 – TNK004), one (1) 50,500 gallon storage tank (TNK005), two (2) 500 gallon diesel storage tanks (TNK006, TNK008), one (1) 500 gallon gasoline storage tank (TNK007), equipment piping component fugitives (FUG001), weak brine bond (FUG002), roads (FUG003), landfill (FUG004), and pond stockpile (FUG005).
