As required by guidelines for the Wyoming State Environmental Review Process, the Wyoming Department of Environmental Quality (DEQ) has performed an environmental review on the proposed State Revolving Fund (SRF) supported action below:
Project: Town of Saratoga 2025 Sanitary Sewer Improvements Location: Carbon County, Wyoming Total Cost/SRF share: $3,150,000/$3,150,000
The proposed project involves the replacement of the following components of the Town of Saratoga (Town)’s existing sanitary sewer collection system:
- North Crossing of the North Platte River
- South Crossing of the North Platte River
- Replacements of 6” Vitrified Clay Pipe (VCP) in the West Bench area, specifically:
- For the 6” VCP between 9th and 11th , between Rochester Ave. and Saratoga Ave.
- For the 6” VCP between 6th and the Hugus Ditch, between Spring Ave. and Elm Ave.
In order to fund this replacement project, the following funding sources are anticipated:
Increase in sewer user fees of an approximate amount of $1.28/month. This increase will be in addition to the annual increase of 3% slated by Town Ordinance.

No significant adverse environmental impacts will occur due to this project. The proposed project will not adversely affect wetlands, prime agricultural lands, threatened or endangered species habitat, historical sites, or sites with environmentally sensitive characteristics. The primary impacts of the project will be short-term and construction-related. Of primary environmental concern associated with the project is the short-term impact involved with temporarily diverting the North Platte River within its banks in order to allow for installation of the North River Crossing and South River Crossing pipes beneath the river. Activities associated with this type of construction will require receipt of the required permits from the U.S. Army Corps of Engineers and DEQ, which the Town has committed to obtaining and adhering to.
The review process did not indicate significant environmental impacts would result from the proposed action. Consequently, DEQ has made a preliminary decision not to prepare an Environmental Impact Statement (EIS). DEQ has taken this action on the basis of a review of the environmental assessment document and other supporting data, which are on file at the DEQ Cheyenne Office. The public may review these documents upon request.
The documentation to support this decision will be on file in the DEQ Cheyenne Office and is available for public review upon request. Electronic comments may only be submitted through and accepted by the Wyoming DEQ comment portal provided at http://wq.wyomingdeq.commentinput.com/. Phone or email comments will not be accepted. After evaluating comments received, DEQ will make a final decision; however, DEQ will take no administrative action for at least 30 days after publication of this Finding of No Significant Impact.
