The Division of Air Quality, proposes to approve the following requests:

Pacific Soda, LLC  (F031219, P0037028):  

CHAPTER 6, SECTION 2 CONSTRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Pacific Soda LLC to construct a trona processing facility. A brine solution will be produced at the mine site (approximately 15 miles away) and transferred via pipeline to the processing facility, where it will be concentrated, crystallized, centrifuged, dried, stored, and packaged. A cogeneration facility, calcining and caustic production facility to produce lime for use on site, a landfill, and other support facilities will also be constructed at the processing facility location. Condensate from the processing facility will be returned to the mine site via pipeline for injection. Combined production of soda ash and sodium bicarbonate is estimated to be 6,440,900 tons. The Pacific Soda Dry Creek Facility is located in Sections 4, 5, 6, 7, 8, and 9 of T18N, R108W, approximately nine (9) miles west-northwest of Green River, Wyoming.

For the duration of the public comment period, the permit application, the agency’s analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F031219 and permit number P0037028 under permits. This material may also be viewed online, at the above URL, utilizing a public computer at the Sweetwater County Library, Green River, Wyoming. Additionally, for the duration of the public comment period a copy of this public notice is available for public inspection at the Sweetwater County Clerk’s Office, Green River, Wyoming. In accordance with the Americans with Disabilities Act, special assistance or alternate formats will be made available upon request for individuals with disabilities.

The Pacific Soda Dry Creek Facility is subject to Prevention of Significant Deterioration Regulations. The anticipated degree of increment consumption for sulfur dioxide (SO2), particulate matter (PM10), particulate matter less than 2.5 microns in size (PM2.5) and nitrogen dioxide (NO2) are as follows:
• The Class II increment consumption attributable to the Pacific Soda Dry Creek facility is estimated to be:
◦ 12% of the annual NO2 increment
◦ Less than the significant impact level of annual SO2 increment
◦ Less than the significant impact level of 24-hr SO2 increment
◦ Less than the significant impact level of the 3-hr SO2 increment
◦ 96% of the 24-hr PM2.5 increment
◦ 83% of the annual PM2.5 increment
◦ 31% of the 24-hr PM10 increment
◦ 26% of the annual PM10 increment
• The increment consumption at the following Class I areas attributable to the Pacific Soda Dry Creek Facility is estimated to be:
-- Bridger Wilderness Area, WY
-- Fitzpatrick Wilderness Area, WY
◦ Less than the significant impact level of the annual NO2 increment
◦ Less than the significant impact level of the 3-hour, 24-hour, and annual SO2 increments
◦ Less than the significant impact level of the 24-hour PM2.5 increment
◦ Less than the significant impact level of the annual PM2.5 increment
◦ Less than the significant impact level of the 24-hour PM10 increment
◦ Less than the significant impact level of the annual PM10 increment
