Public Notice: Wyoming Department of Environmental Quality Notice of Proposed Underground Injection Control Permit Geologic Sequestration Site

The Underground Injection Control (UIC) Program regulates the storage of carbon dioxide in underground geologic reservoirs within the state. Operators of such facilities are required to receive coverage under a UIC permit. The purpose of this notification is to inform the public that the UIC Program is proposing the issuance of three (3) permits (Permit # 2022-242 (WYS-037-00262), Permit # 2022-243 (WYS-037-00263), and Permit # 2022-244 (WYS-023-00205)) for Frontier Carbon Solutions, LLC., 909 Lake Carolyn Parkway, Suite 650, Irving, TX 75039.

The draft permits are for Class VI UIC wells at geologic sequestration sites that will be located in Sweetwater and Lincoln Counties (NE NE Qrt of Section 23, SW SW Qrt of Section 26, and SW NW Qrt of Section 15, respectively, Township 19 North, Range 112 West). The draft permits for the UIC Class VI injection wells proposes to inject carbon dioxide, for the purposes of storage, into the Nugget Sandstone at a depth of 13,583 to 13,709 feet below ground surface. The expected quantity of carbon dioxide for storage is approximately 25.485 million metric tons.

The UIC Program has determined the permittee has satisfied all requirements of Wyoming Water Quality Rules Chapter 24 and Wyoming Statutes 35-11-313 through 35-11-320, contingent on receipt of a unitization order from the Wyoming Oil and Gas Conservation Commission.

The public comment period begins August 19, 2023, and ends October 19, 2023. During the 60-day public comment period, any interested person may submit written comments on the proposed permit and may request a public hearing be held. Electronic comments may only be submitted through and accepted by the WDEQ comment portal provided at the links below:

The UIC Class VI Program will hold a hearing following the public comment period and will issue a future notice with the location and date of the hearing.
