Proposed Permit - Saratoga LH/LV Transfer Station

            In accordance with the provisions of the Wyoming Environmental Quality Act and Chapter 1 of
the Solid Waste Rules, the Upper Platte River Solid Waste Disposal District (UPRSWDD) has submitted a renewal permit application for the Saratoga Transfer Station.

            This facility provides for the transfer, treatment, and storage of municipal solid waste (MSW),
construction debris (CD), source-separated recycling, used oil, antifreeze, tires, clean wood, compost,
green waste, empty drums, household hazardous waste, electronic waste, batteries, and animal mortality which have been generated within the UPRSWDD. The 10-acre facility is located 1.6 miles east of the Town of Saratoga, WY. More specifically, this facility is located at SE ¼ SW ¼ of Section 8, Township 17N, Range 84W, in Carbon County, Wyoming. The total processing capacity of this facility is 50 cubic yards of solid waste per day. The life of the facility is indefinite.

            The Department of Environmental Quality, Solid and Hazardous Waste Division (DEQ) has
determined that the permit application is generally complete and technically adequate. Therefore, DEQ
issued a proposed permit for this facility. Copies of the permit application, DEQ’s review of the
application, and the proposed permit can be viewed at DEQ’s Cheyenne office 200 West 17th Street,
Cheyenne, WY 82002.

            Any interested person has the right to file written comments, including objections on the
proposed permit. The period for providing written comments on the proposed permit shall begin on
March 30, 2023 and end on May 8, 2023. Any written comments must be received by 5:00 PM on the
last day of the notice period. Comments must be submitted in writing to the Department of
Environmental Quality, Todd Parfitt, Director, 200 West 17th Street, Cheyenne, WY 82002 or submitted
using the DEQ comment portal provided at:
