Public Notice: Proposed Permit WIC Wind Turbine Blade Grinding Facility

In accordance with the provisions of the Wyoming Environmental Quality Act and Chapter 1 of the Solid Waste Rules, Waste Innovations Company has submitted a Solid Waste Rules Chapter 6 Low Hazard Low Volume permit application to accept and grind used fiberglass wind turbine blades.

This facility provides for the storage, treatment and transfer of ground windmill turbine blades that have been generated within Wyoming. The 4.38-acre facility is located in Casper, WY on 7041 East Elton Ct.  More specifically, this facility is located in Section 34, T34N, R80W, in Natrona County, Wyoming.  The facility capacity includes 30 shipping containers (10 full, 20 on standby) and up to
20 partial or intact used fiber glass wind turbine blades.  The life of the facility is indefinite.

The Department of Environmental Quality, Solid and Hazardous Waste Division (DEQ) has determined that the permit application is generally complete and technically adequate. Therefore, DEQ issued a proposed permit for this facility. Copies of the permit application, DEQ’s review of the application, and the proposed permit can be viewed at DEQ’s Casper office at 444 West Collins Dr., Suite 1400, Casper, WY 82601.

Any interested person has the right to file written comments, including objections on the proposed permit.  The period for providing written comments on the proposed permit shall begin on
8/17/2022 and end on 9/23/2022.  Any written comments must be received by 5:00 PM on the last day of the notice period.  Comments must be submitted in writing to the Department of Environmental Quality,Todd Parfitt, Director, 200 West 17th Street, Cheyenne, WY 82002 or submitted using the DEQ
comment portal provided at https://shw.wyomingdeq.commentinput.com/.
