The Wyoming Department of Environmental Quality (WDEQ) has reviewed the Permit Modification Request (Modification Request) submitted by Sinclair Wyoming Refining Company (SWRC) on April 28, 2022. The Modification Request proposed to incorporate the Town of Sinclair Remedial Alternatives Evaluation Report Revision 1, Remedial Action Plan 4, and update the Interim Measures work plan and Interim Measures program reporting frequency. Other necessary updates can be found in the following sections of the Hazardous Waste Permit: Corrective Action Schedule, Remedy Approval and Permit Modification, Corrective Action for Solid Waste Management Units (SWMUs). The Sinclair Wyoming Refining Company is located at 100 East Lincoln Highway, Sinclair, Carbon County, Wyoming. The WDEQ determined the Modification Request is complete and technically adequate. Based on the Modification Request, the WDEQ has completed a Draft Modified Permit. Therefore, WDEQ is giving notice and soliciting comments from the public regarding the SWRC Draft Modified Permit. SWRC currently conducts activities under a Hazardous Waste Permit issued by the WDEQ on June 26, 2018. The SWRC Draft Modified Permit serves to modify the 2018 Permit. The SWRC Draft Modified Permit addresses groundwater and smear zone light-phase nonaqueous phase liquid beneath the Town of Sinclair and Interim Measures program reporting frequency, while the RA addresses the necessary cleanup on the Facility Property.
The public comment period begins July 25, 2022, and ends September 08, 2022. The SWRC Draft Modified Permit, Fact Sheet, Permit Modification Request, and Administrative Record are available for inspection and copying at the following locations: WDEQ/Solid and Hazardous Waste Division (SHWD), 510 Meadowview Drive, Lander, Wyoming; WDEQ/SHWD, 200 West 17th Street, 2nd Floor, Cheyenne, Wyoming, and at the Rawlins Library, 314 2nd St., Rawlins, WY.
Any person may submit written comments on the Draft Modified Permit, may request a notice of the final permit decision, or request a public hearing.
