Proposed Permit for Tri-State Oil Reclaimers

            In accordance with the provisions of the Wyoming Environmental Quality Act and Chapter 1 of the Solid Waste Rules, the Tri-State Oil Reclaimers has submitted a renewal permit application for their Cheyenne Used Oil Storage Facility.

            This facility provides for the transfer, treatment and storage of used oil, antifreeze, and used metal filters which have been generated within a 600-mile radius of the facility. The 5.8-acre facility is located at 1770 Otto Road in Cheyenne, Wyoming.  More specifically, this facility is located in Section 24, Township 13N, Range 68W, in Laramie County, Wyoming. The total volumetric capacity storage of this facility is estimated to be 516,125 gallons of used oil and 4,700 gallons of antifreeze. The life of the facility is indefinite.

            The Department of Environmental Quality, Solid and Hazardous Waste Division (DEQ) has determined that the permit application is generally complete and technically adequate.  Therefore, DEQ issued a proposed permit for this facility. Copies of the permit application, DEQ’s review of the application, and the proposed permit can be viewed at DEQ’s Cheyenne office located at 200 W 17th Street, Cheyenne, WY 82002.

            Any interested person has the right to file written comments, including objections on the proposed permit.  The period for providing written comments on the proposed permit shall begin on July 8, 2022 and end on August 15, 2022. Any written comments must be received by 5:00 PM on the last day of the notice period.  Comments must be submitted in writing to the Department of Environmental Quality, Todd Parfitt, Director, 200 West 17th Street, Cheyenne, WY  82002 or submitted using the DEQ comment portal provided at
