                                                               PUBLIC NOTICE


            In accordance with the provisions of the Wyoming Environmental Quality Act and Chapter 1 of the Solid Waste Rules, Ram Trucking, Inc. (Ram) has submitted a renewal permit application for the Recycle and Transfer Facility.

            This facility accepts construction and demolition waste(s) and municipal solid waste(s) which have been generated within Colorado, Nebraska and Wyoming for temporary storage to allow sorting and diversion of recyclable materials and transfer of remaining waste(s) to a permitted landfill.  The 10.02-acre facility is located 1413 East Fox Farm Road in Cheyenne, Wyoming.  More specifically, this facility is located on a portion of Tracts 11, 13 and 15 of Clear View Tracts, a subdivision of Section 9, Township 13N, Range 66W, in Laramie County, Wyoming.  The total temporary storage capacity of this facility is estimated to be 22,560 tons of waste. The estimated life of the facility as a transfer and storage facility is indefinite.

            The Department of Environmental Quality (DEQ) has reviewed the application and found it to be complete. Any interested person has the right to file comments on the permit renewal application and the DEQ’s completeness review.  The period for providing comments shall begin on April 10, 2022 and end on May 17, 2022. Comments must be received by 5:00 PM on the last day of the notice period.  Comments on this application must be submitted in writing to the Department of Environmental Quality, Suzanne Engels, Administrator, Solid and Hazardous Waste Division, 200 W. 17th Street, Cheyenne, Wyoming 82002 or submitted using the DEQ comment portal provided at

DEQ is now conducting a review of the application to determine if it complies with applicable technical standards for a facility of this type.  If DEQ finds that the application complies with the technical standards, DEQ will issue a proposed permit and provide public notice and further opportunity to comment on the proposed permit.
