Public Notice:

          In accordance with the provisions of the Wyoming Environmental Quality Act and Chapter 1 of the Solid Waste Rules and Regulations, PacifiCorp has submitted an application for a major permit amendment for the Horseshoe Disposal Site at Dave Johnson Industrial Landfill.

          The Horseshoe Disposal Site provides for the disposal of industrial solid wastes, asbestos, and petroleum contaminated soil which have been generated at the Dave Johnston Power Plant. The 578 acre facility is located approximately 5 miles southeast of Glenrock, Wyoming. More specifically, this facility is located in Section 8, T33N, R74W, in Converse County, Wyoming. The total volumetric capacity of this Horseshoe Disposal Site is estimated to be 479,450 cubic yards. The life of the Horseshoe Disposal Site is estimated to be 33.7 years.

          The purpose of the major permit amendment application is to increase the site life and design capacity through a vertical expansion to the Horseshoe Disposal Site.

          The Department of Environmental Quality, Solid and Hazardous Waste Division (DEQ) has determined that the major permit amendment application is generally complete and technically adequate.

          Therefore, DEQ has issued a proposed permit for this facility. Copies of the major permit amendment application, the DEQ’s review of the application, and the proposed permit can be viewed at DEQ’s Cheyenne office 200 West 17th Street, Cheyenne, WY 82009, the Converse County Public Library, 506 South 4th Street, Glenrock, WY 82637, and the Converse County Clerk’s Office, 107 North 5th Street, Suite 114, Douglas, WY 82633.

          Any interested person has the right to file written comments, including objections on the proposed permit. The period for providing comments on the proposed permit shall begin on January 13, 2021 and end on February 19, 2021. Any written comments must be received by 5:00 PM on the last day of the notice period. Comments must be submitted in writing to the Department of Environmental Quality, Todd Parfitt, Director, 200 West 17th Street, Cheyenne, WY 82002.
