Public Notice:

The purpose of this notice is to inform the public of activity at the Campbell County Landfill #1 located off Westover Road, southeast of the intersection of Interstate 90 and Burma Road, in the central portion of Section 28, T50N, R72W, in Campbell County, Wyoming.

In accordance with Wyoming Solid Waste Rules and Regulations Chapter 2 Section 9(b)(i)(E)(VIII), Chapter 2 Section 14(a)(iii), and Chapter 17 Section 5(c)(i), notice is hereby given that Campbell County, with oversight and assistance from the State of Wyoming Department of Environmental Quality (WDEQ) as part of the WDEQ Landfill Remediation Program, has completed a Nature and Extent Investigation and an Assessment of Corrective Measures and has constructed an impermeable membrane cap and gas collection and control system (GCCS) related to groundwater contamination at the Campbell County Landfill #1 (aka South Landfill).

Remediation actions are required at Landfill #1 to control the source of groundwater contamination (i.e., the buried waste) and bring the groundwater back into compliance with groundwater protection standards. Remediation actions are also required to control landfill gas produced at the site.

To address these issues, an impermeable membrane cap over the buried solid waste and a landfill gas collection and control system (GCCS) were recently installed at the site. The cap will limit the amount of surface water that can percolate through the buried waste and carry contaminants to the groundwater. The GCCS will extract the landfill gas from the waste and surrounding soils so it will not flow to adjacent areas offsite in potentially explosive concentrations nor further contaminate the groundwater. These are the remediation actions selected as most appropriate for this site.

With these remediation actions in place, the existing groundwater contamination is expected to naturally attenuate and return to normal background concentrations and/or meet standards over time. Groundwater and landfill gas will continue to be monitored to make sure these measures are effective. If they are found to not be effective, further remedial actions will be evaluated and implemented as appropriate.

Two reports associated with the contamination at this site are available for public review and comment. They are the Final CCLF1 Nature and Extent Investigation Report dated June 2020 and the Assessment of Corrective Measures Study dated October 2020. Any interested person has the right to provide comments on these reports and the selected remediation actions. All comments will be considered by the County and WDEQ. The period for providing comments, shall begin on November 17, 2020 and end on January 16, 2021. Comments must be submitted in writing to the Department of Environmental Quality, Solid and Hazardous Waste Division, Luke Esch, Administrator, 200 West 17th Street, Cheyenne, WY 82002. All written comments must include the name and full mailing address of the person providing the comment and the interest the individual has in the project. If substantial negative comments are filed, a public meeting or hearing will be held by WDEQ at the discretion of the Administrator.
