Public Notice: FINDING OF NO SIGNIFICANT IMPACT

TO ALL INTERESTED GOVERNMENTAL AGENCIES AND PUBLIC GROUPS:

As required by guidelines for the Wyoming State Environmental Review Process, the Wyoming Department of Environmental Quality (DEQ) has performed an environmental review on the proposed Clean Water State Revolving Fund (CWSRF) supported action below:

The North Sweetwater Water and Sewer District (NSWSD) is proposing to rehabilitate their existing three-cell total evaporative lagoon treatment facility that serves the Town of Reliance, Wyoming and rebuild a four-cell total evaporative lagoon treatment system to address capacity issues and extensive solids accumulation.  In addition, the majority of the collection system sewer lines and manholes are in poor condition and will be replaced as part of this project.

NSWSD has been approved for a CWSRF loan administered by the Wyoming Office of State Lands and Investments in the amount of $2,953,650 with a CWSRF principal forgiveness component awarded and allocated in the amount of $1,053,413 and Mineral Royalty Grant in the amount of $1,306,350. The current monthly user fee of $60 will be sufficient to repay the loan, therefore no increase to the monthly user fee is anticipated at this time.  Loan terms will be 2.5% interest rate and 30 years.

No significant adverse environmental impacts will occur due to this project.  The proposed project will not adversely affect wetlands, prime agricultural lands, threatened or endangered species habitat, historical sites, or sites with environmentally sensitive characteristics.  The primary impacts of the project will be short-term and construction related.

The review process did not indicate significant environmental impacts would result from the proposed action.  Consequently, DEQ has made a preliminary decision not to prepare an Environmental Impact Statement. DEQ has taken this action on the basis of a review of the Environmental Assessment document, prepared by Keller Associates, and other supporting data, which are on file at the DEQ Cheyenne Office. The public may review these documents upon request.

After evaluating comments received, DEQ will make a final decision; however, DEQ will take no administrative action for at least 30 days after publication of this Finding of No Significant Impact.
