            In accordance with the provisions of the Wyoming Environmental Quality Act and Chapter 1, Section 1(f) of the Solid Waste Rules and Regulations, Sublette County has submitted a permit application for a major amendment that includes a revised landfill expansion with an engineered containment system. The solid waste management facility is called the Marbleton #2 Landfill.

            This facility will provide for the disposal of municipal solid waste and construction and demolition waste which have been generated within Sublette County and the LaBarge and Opal regions of Lincoln County.  The 240 acre facility is located approximately 2.5 miles east of Marbleton, Wyoming.  More specifically, this facility is located in the Section 22, Township 30 North, Range 111 West, in Sublette County, Wyoming. The net remaining airspace available for MSW is calculated at 13,138,000 cubic yards and 8,944,000 cubic yards for C&D. The estimated life of this facility is 474 years for MSW.

            The purpose of the major permit amendment application is to allow the operator of this facility to increase the site life by modifications in the engineering containment cell design.

            The Department of Environmental Quality, Solid and Hazardous Waste Division (DEQ) has reviewed the major permit amendment application and determined that it is generally complete.  The DEQ’s solid waste rules, in Chapter 1, require that the applicant must provide public notice that the application has been determined to be complete and inform the public that there is an opportunity to file comments on the application.  This publication provides notice of that opportunity.  Additional information on the permit application and the DEQ’s completeness review may be obtained at the address below.

            Any interested person has the right to file comments on the major permit amendment application and the DEQ’s completeness review.  The period for providing comments shall begin on 03/20/20 and end on 04/26/20.  Comments must be received by 5:00 PM on the last day of the notice period.  Comments on this application must be submitted in writing to the Department of Environmental Quality, Luke Esch, Administrator, Solid and Hazardous Waste Division, 200 W. 17th Street, Cheyenne, Wyoming 82002.
