Public Notice: Notice of Intent to Terminate Wyoming Department of Environmental Quality Underground Injection Control Permit

RDR Well Holdings Inc. (RDR) holds a permit for one (1) injection facility, Champlin 272 Amoco A-1, permitted by the Wyoming Department of Environmental Quality (WDEQ) Underground Injection Control (UIC) Program under UIC Permit Number 12-223. This permit requires periodic groundwater and injectate monitoring for various constituents, and periodic reporting of the results to the UIC Program. The permits also require periodic testing to ensure the injection wells maintain mechanical integrity and reporting of these results to the UIC Program. This notice informs the public of the WDEQ’s intent to terminate RDR’s UIC Permit for failure to meet the monitoring and reporting conditions in their permits and DEQ’s intent to require reclamation. A supplemental on-line public notice is available at the DEQ’s website http://deq.wyoming.gov/wqd/public-notices/water-underground-injection-control/. The website provides electronic access to a copy of the permit.

RDR was previously provided opportunity to demonstrate compliance on December 30, 2019. RDR did not respond to the WDEQ’s request to demonstrate compliance with UIC Permit 12-223; therefore, the WDEQ is proceeding with the permit termination process.

During the public comment period, any interested person may submit in writing, comments on this notice and may request that a public hearing be held. Requests for a public hearing should indicate the name and full mailing address of the individual requesting a hearing, the interest that individual has in the project, and the grounds for holding a public hearing. All written comments and requests received prior to 5:00 P.M., April 3, 2020 in the Cheyenne office will be considered. Comments submitted by email will not be considered. Requests for a contested case hearing on a permit issuance, denial, revocation, termination, or other final department action appealable to the Council, must be made in writing to the chairman of the Environmental Quality Council and the DEQ director at the address above and state the grounds for the request pursuant to the Wyoming Department of Environmental Quality Rules of Practice and Procedure.
