For the Town of Dubois 2020 Electronic Read Water Meters, Fremont County, Wyoming

The Department of Environmental Quality/Water Quality Division (DEQ) has conducted a review of the proposed 2020 Electronic Read Water Meters in accordance with EPA and State of Wyoming procedures for implementing the State Environmental Review Process. DEQ has determined that this project is eligible for a categorical exclusion. Accordingly, DEQ is exempting the project from further substantive environmental review requirements under the State Environmental Review Process. Neither an Environmental Assessment/Finding of No Significant Impact nor an Environmental Impact Statement/Record of Decision will be required for the proposed action. The following is a brief description of the situation and the proposed action and a brief statement of how the action meets the criteria for a categorical exclusion.

The Town of Dubois 2020 Electronic Read Water Meters Project would allow the Town of Dubois operators to discovering water losses quickly, thereby conserving water. Water meters are known to register less usage as they get older. With automatic readers, meters are read more frequently and with increased accuracy, any meter tampering is automatically detected, reduces operating costs, and eliminates keypad and recording errors incurred during manual reading and data entry. Water line leaks are detected sooner so repairs can be made faster. Remote shut-off valves can be installed to automatically cut off water to a leak location improving environmental protection as well as revenue. Automatic readers promote conservation, increases information about usage and saves money. Throughout the last 10 years, the Town of Dubois has been budgeting and upgrading 25 year old water meters to ECR resulting in more accurate water usage helping to ensure the tiered rate structure is sufficient for continued maintenance of the public water system and to provide funding for projects identified in a Level II Water Study conducted in 2003. Town of Dubois staff will install the meters and radio units.

The Town of Dubois intends to use funds from the Wyoming Drinking Water State Revolving Loan Fund administered by the Wyoming Office of State Lands and Investments. Based on current estimates, the Town of Dubois plans to borrow $175,000.00 from the Wyoming Drinking Water State Revolving Loan Fund. The loan will be repaid from the Town of Dubois Water and Sewer Enterprise Funds. There is no anticipated rate increase for this project. The “green” loan will have zero interest during the term of the loan.

The Town of Dubois is aware of and accepts the fact that they will be responsible for any required mitigative actions associated with and including storm water runoff, erosion control, archeological/historic artifacts, and air quality concerns. These will be part of the standard State Revolving Funds Program contract conditions.

DEQ is granting an exclusion because this project replaces existing meters and is considered maintenance of an existing public water system. This project will be completely constructed in previously disturbed ground, specifically previously installed water meters. DEQ has determined that exempting the proposed project from further review under the State Environmental Review Process will not result in adverse impacts to the population or the area of Dubois, Fremont County, Wyoming.

The documentation to support this decision will be on file in the DEQ Cheyenne Office and is available for public scrutiny upon request.
