NOTICE OF PUBLIC MEETING, City of Sheridan Landfill Cell Closure Project

The City of Sheridan, Wyoming (City) will conduct a public meeting at 12:00 p.m. local time on Wednesday, September 4, 2019 in the Council Chambers of Sheridan City Hall, 55 East Grinnell, Sheridan, WY. The purpose of the meeting is to allow citizens to review and comment on the construction of the work proposed in the Landfill Cell Closure Project.

The project entails a landfill cell closure and capping of cells T7, T8, and T1 through T6. The capping of T1 through T6 is defined as a “corrective measure” resulting from the findings of the Nature and Extent Study recently concluded for our landfill under the State’s Landfill Remediation Program. It is anticipated that work will need to begin in 2020 in order to meet obligations under the agreement with the Wyoming Department of Environmental Quality (WDEQ). This agreement allowed the City to enter into the State of Wyoming’s Landfill Remediation Program.

To fund this project, the City intends to use funds from the Wyoming Clean Water State Revolving Loan Fund (CWSRF). The City will present the preliminary design of the proposed project at the public meeting and discuss the costs, which are estimated to be $5,200,000.

Of this total project cost, the City plans to obtain a CWSRF loan with 25% Principle Forgiveness and a 2.5% interest rate for repayment.

Revenues from Landfill fees and Utility Capital Reserve Funds will repay the loan.
