Notice of Permit Approval Before the Wyoming Industrial Siting Council Docket Number DEQ/ISC 18-05 Cedar Springs Wind Energy Project

Notice of Permit Approval.        Pursuant to provisions of the Wyoming Industrial Development Information and Siting Act (W.S. 35-12-101 et seq.), notice is hereby given that the Cedar Springs Wind Energy Project (the Project) of Cedar Springs Transmission, LLC (Applicant) has received a Permit to construct from the Wyoming Industrial Siting Council.  Records of the application and decision can be viewed during business hours in the offices of the Industrial Siting Division, Department of Environmental Quality, or on the Wyoming Department of Environmental Quality’s website at: http://deq.wyoming.gov/isd/application-permits/resources/cedar-springs-wind-project/ .

 

The Permit allows the Applicant to construct a wind energy facility to produce approximately 400 megawatts of energy located 10 miles north of Douglas in Converse County. The primary project components include up to 160 turbines, transformers, electrical collector lines, turbine access roads, meteorological towers, up to two operations and maintenance buildings, two substations, a 25-mile 230-kilovolt generation-tie transmission line from the project substation to the Windstar Substation near Glenrock, among other components necessary for completion and commercial operation of the Project. The project is located on approximately 71,215 acres of private and state lands in Converse County. Construction is anticipated to commence in Q3 2019 and be completed by the end of 2020.  Construction manpower is anticipated to peak at 265 workers in July 2020. 

 

Pursuant to W.S. 16-3-107, notice was given and the Wyoming Industrial Siting Council conducted a public hearing on the Application for Permit.  The hearing began at 8:30 A.M. on May 16, 2019 at the Converse County Library, 300 Walnut St, Douglas, Wyoming.   The hearing concluded and deliberations of the Industrial Siting Council took place on the afternoon of May 17, 2019 at the same location.  The Council considered the Applicant’s request pursuant to the provisions of the Industrial Development and Siting Act (W.S. 35-12-101 et seq.), and the Rules and Regulations adopted thereunder, and rendered a decision to grant the permit.
