Notice of Request for a Permit and Hearing Filing Information Before the Wyoming Industrial Siting Council Docket Number DEQ/ISC 18-13 Roundhouse Wind Energy Project

Notice of Request for a Permit

Pursuant to provisions of the Wyoming Industrial Development Information and Siting Act and Siting Rules and Regulations, Notice is hereby given that Roundhouse Renewable Energy, LLC (Applicant) filed an Application for a Permit to construct and operate the Roundhouse Wind Energy Project (the Project) located 9 miles west of Cheyenne in Laramie County.  The Applicant proposes to construct a wind energy facility to produce up to 300 megawatts of energy.  The project components include up to 120 turbines, up to two substations, an operations and maintenance building, turbine access roads, an above and underground electrical collection system, and a 19-mile 230 kV transmission line to the Platte River Power Authority Rawhide Substation in northern Colorado.  The project is located on 49,974 acres on City of Cheyenne, State of Wyoming and private lands in Laramie County.  The 17-month construction period is anticipated to commence in August 2019 and be completed by the end of 2020.  Construction manpower is anticipated to peak at 240 workers during August 2020.  The public hearing on this matter is scheduled for June 13, 2019 in Cheyenne, Wyoming. 

 

The public may review a copy of the Permit Application at the Laramie County Clerk’s office at 309 West 20th Street, in Cheyenne, Wyoming, the Laramie County Library at 2200 Pioneer Avenue, in Cheyenne, Wyoming, or at the web page of the Wyoming Department of Environmental Quality:

Public comments concerning potential social, economic, or environmental impacts that may result from the proposed project may be submitted to the Industrial Siting Division on or before April 18, 2019.

 

Notice of Hearing

Pursuant to W. S. 16-3-107, Notice is hereby given that the Wyoming Industrial Siting Council will conduct a contested case hearing on the Application for a Permit for the Project at 8:30 A.M. on June 13, 2019 at the Wyoming Game and Fish Department Headquarters in the Elk Room, 5400 Bishop Blvd, Cheyenne, Wyoming.  Hearing participants should use the parking lot across Bishop Boulevard to the east and enter through the main entrance on the south side of the building.  The Council will consider the applicant’s request for a Permit pursuant to the provisions of the Industrial Development Information and Siting Act (W. S. 35-12-101 et. seq.) and the Rules and Regulations adopted thereunder.  Persons eligible pursuant to W. S. 35-12-111 and wishing to participate must notify the Industrial Siting Council in writing by April 22, 2019, and participate in the pre-hearing meeting at 1:30 p.m. on May 31, 2019, at the Wyoming Game and Fish Department Headquarters in the Trout Room, 5400 Bishop Blvd, Cheyenne, Wyoming.  Pre-hearing participants should use the parking lot across Bishop Boulevard to the east and enter through the main entrance on the south side of the building.  Persons desiring to make a limited appearance statement only may submit a written statement as provided by W. S. 35-12-111(c).  Limited appearance statements must be given to the presiding officer at the hearing.
