The CONSTRUCTION MANAGER, Hayward Baker, Inc., is soliciting sealed bids on behalf of the OWNER, City of Sheridan, Sheridan County, for the HILLSLIDE STABILIZATION PROJECT – PHASE 1. Sealed bids will be received and opened by OWNER. The project is generally described as follows:

The Bid shall include slope stabilization and reconstruction along an approximate 1,240ft length adjacent to Big Goose Creek from Lewis Street to Kendrick Park in Sheridan, WY. Work Trades include, but not limited to, clearing & grubbing, excavation, haul-off, site grading, fill import & placement, storm drain & utility relocation, electrical lighting installation and tie-in, soil nail wall construction, strand anchor installation, soldier pile installation, MSE wall construction, decorative shotcrete facing, concrete sidewalk & pathway construction, gabion wall design & construction, stream protection (riprap), dewatering (if necessary), drain installation (horizontal, wall, and French drain), and seeding. Davis-Bacon wages will apply. Project is NOT tax exempt, and Bid is to include use and sales tax as well as permit fees. Work is to be completed Summer 2019. Bid shall also include a 5-year materials and workmanship warranty. Wyoming Resident Preference will NOT apply for bid award.

Qualified Disadvantaged Business Enterprises (DBEs) are encouraged to submit bids on this project. Bidders that use a subcontractor(s)/supplier(s) are required to make a good faith effort at soliciting DBE subcontractor/supplier participation. Bidders shall submit the required DBE Good Faith Effort Documentation form and other related forms with their bid.

Sealed bids will be received at City Hall, Customer Service on the 1st floor, until 2:00 PM local time on April 25, 2019. The bids will then be opened and read aloud at the Council Chambers on the 3rd floor of City Hall.

All bids shall be submitted in accordance with and on the forms included in the Project Manual. Bids shall be submitted in a sealed envelope addressed to:

Contract Documents, including proposal Bid Forms, Construction Drawings and Project Manual, have been placed online at, eBidDoc# 6238729.

Contract Documents may be obtained on or after March 25, 2019.

A non-mandatory PRE-BID CONFERENCE will be held on April 3, 2019 at 2:00 PM local time, beginning in the Council Chambers on the 3rd floor of City Hall, Sheridan, Wyoming.

CONTRACTORS, in submitting their respective bids, acknowledge that such bids conform to all requirements of Wyoming State Statute. Each bidder must include a bid security with the bid, payable to the City of Sheridan, in accordance with the Instruction to Bidders.

No bidder may withdraw its bid after the scheduled time of the bid opening. Bids are to remain open for 60 days after the bid opening. The OWNER reserves the right to reject any and all bids or parts thereof, and to waive any irregularities of any bid. The OWNER also reserves the right to award the contract to such responsible bidders as may be determined by the OWNER, including to CONSTRUCTION MANAGER. If CONSTRUCTION MANAGER submits a bid for construction of the Work, CONSTRUCTION MANAGER’S bid is due three days prior to specified public bid date and time.
