Public Notice - Board of Public Utilities - DWSRF Proposed Amendment - Cheyenne Hydroelectric Generation Facility

NOTICE OF PUBLIC MEETING

The Board of Public Utilities (Board) on behalf of the City of Cheyenne, Wyoming, will conduct a public meeting at 2:00 PM, local time, on March 11, 2019, in the First Floor Conference Room at 2416 Snyder Avenue, Cheyenne, Wyoming. The purpose of the meeting is to allow citizens to review and comment on a proposed amendment to the loan funding the Cheyenne Hydroelectric Generation Facility Project. This project, approved in 2013, will install a 950-kilowatt hydroelectric generator at the R.L. Sherard Water Treatment Plant. At the meeting, the City of Cheyenne will present and discuss the status of the project and estimated cost to complete the project.

In 2013, the City of Cheyenne received a loan from the Wyoming Drinking Water State Revolving Loan Fund in combination of a Drinking Water State Revolving Fund Green Project, principal forgiveness loan and a Drinking Water State Revolving Fund Special Program Green Project, 0% interest loan. These loans are administered by the Wyoming Office of State Lands and Investments. The structure of the loan includes: 25% principal forgiveness loan in the amount of $750,000 and a 0% interest rate on the remaining 2,250,000 to be repaid in 20 years. The Board is requesting to amend the loan to include an additional $1.9 million (total of $4.9 million) at 0% interest and a term of 20 years. The City of Cheyenne plans to repay the loan through budgetary savings from electricity costs and from revenue generated from the Hydroelectric Generation project.
