Notice of Request for a Permit and Hearing Filing Information Before the Wyoming Industrial Siting Council Docket Number DEQ/ISC 18-07 TransWest Express Transmission Line

Notice of Request for a Permit
Pursuant to provisions of the Wyoming Industrial Development Information and Siting Act and Siting Rules and Regulations, Notice is hereby given that TransWest Express, LLC (Applicant) has filed an Application for a Permit to construct and operate the TransWest Express Transmission Project (TWE Project) in Carbon and Sweetwater Counties. The TWE Project is a high voltage transmission system that will extend across four states from south-central Wyoming to Southern Nevada. In Wyoming, the TWE Project will include the Northern Terminal, an associated ground electrode, and a converter station, all in Carbon County near the Town of Sinclair. In addition, about 92 miles of transmission line will extend west from the Northern Terminal following the I-80 corridor toward the Town of Wamsutter then turn south to the Colorado state line. The project is located on 4,298 acres of private, state and federal land in both Carbon and Sweetwater Counties. Construction is anticipated to commence in the second quarter of 2020. The transmission line will take approximately 18 months to construct during 2020 and 2021. The Northern Terminal will be constructed in two stages. Stage I will take approximately 3 years to construct between 2020 and 2022. Stage II construction will take about 3 years to complete (2023 to 2025) but may commence 3 or more years after the completion of Stage I construction dependent on future demand and market conditions. Construction manpower is anticipated to peak at 243 workers in October 2020 and 168 workers in June 2021.

The public may review a copy of the Permit Application at the Carbon County Library at 215 W Buffalo St, Rawlins, Wyoming or at the web page of the Wyoming Department of Environmental Quality, http://deq.wyoming.gov/isd/application-permits/resources/tranwest-express-transmission-line/. Public comments concerning potential social, economic, or environmental impacts that may result from the proposed project may be submitted to the Industrial Siting Division on or before February 25, 2019.

Notice of Hearing
Pursuant to W. S. 16-3-107, Notice is hereby given that the Wyoming Industrial Siting Council will conduct a contested case hearing on the Application for a Permit for the TWE Project at 8:30 A.M. on April 19, 2019 at the Platte Valley Community Center 210 West Elm Avenue Saratoga, Wyoming. The Council will consider the applicant’s request for a Permit pursuant to the provisions of the Industrial Development Information and Siting Act (W. S. 35-12-101 et. seq.) and the Rules and Regulations adopted thereunder. Persons eligible pursuant to W. S. 35-12-111 and wishing to participate must notify the Industrial Siting Council in writing by February 22, 2019, and participate in the pre-hearing meeting at 1:30 p.m. on April 3, 2019, in the Auditorium at the Platte Valley Community Center 210 West Elm Avenue Saratoga, Wyoming. Persons desiring to make a limited appearance statement only may submit a written statement as provided by W. S. 35-12-111(c). Limited appearance statements must be given to the presiding officer at the hearing.
