The Division of Air Quality, proposes to approve the following requests:

EOG Resources, Inc. (A0007744): Modify the Pole Creek 525-2413H well site by converting it to a central facility, known as the Pole Creek 24 SESW PAD (F025978) with the addition of production and equipment associated with two new wells, the Pole Creek 137-2436H and 527-2436H, with one common smokeless flare to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks and truck loadout, located in the SE1/4SW1/4 of Section 24, T15N, R65W, approximately thirteen (13) miles northeast of Cheyenne, in Laramie County, Wyoming.

(A0007477): Construct a new sweet crude oil and natural gas production facility, known as the Big Sandy 26 NWNW PAD (F028188), consisting of the Big Sandy 542-2602H, 543-2602H and 544-2602H wells, with two common smokeless flares and one vapor recovery unit to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks, vapor recovery tower and truck loadout, located in the NW1/4NW1/4 of Section 26, T14N, R65W, approximately ten (10) miles east of Cheyenne, in Laramie County, Wyoming.

(A0007721): Construct a new sweet crude oil and natural gas production facility, known as the Lazy JR 17-63-25-36-6CH (F029072), with one smokeless flare to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks and active produced water tanks, located in the NE1/4NE1/4 of Section 25, T17N, R63W, approximately twenty-two (22) miles northwest of Pine Bluffs, in Laramie County, Wyoming.

Kaiser-Francis Oil Company (A0006756): Modify the PAD 35-16-65 (F026180) production facility by updating the equipment list, with a common smokeless flare to control volatile organic compounds and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks and truck loadout, located in the SW1/4SW1/4 of Section 35, T16N, R65W, approximately fifteen (15) miles northeast of Cheyenne, in Laramie County, Wyoming.

Ultra Resources, Inc. (A0007685): Modify the Warbonnet 13-13 SimOps PAD (F029076) with the addition of production equipment associated with three new wells, the Warbonnet 2A2-24D, 9B1-13D and 16C2-13D, located in the NW1/4SW1/4 of Section 13, T30N, R108W, approximately eleven (11) miles west-southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 649.3 tpy and a decrease in actual NOx emissions of 608.7 tpy. Therefore, Ultra Resources, Inc. has met the offset requirements for VOCs and NOx.

Ultra Resources, Inc. (A0007705): Modify the Warbonnet 13-13 PAD (F022946) with the addition of production and equipment associated with the addition of natural gas production from three new off-site wells, with seven reboiler overheads condensers and seven smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units and pneumatic pump, located in the SW1/4SW1/4 of Section 13, T30N, R108W, approximately twelve (12) miles west-southwest of Big Sandy, in Sublette County, Wyoming. Ultra Resources, Inc. has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 2.8 TPY from the baseline period and NOx emissions have decreased 1.3 TPY from the baseline period. These reductions have been added to Ultra Resources, Inc.’s offset bank to use for future permitting actions.
