The Division of Air Quality, proposes to approve the following requests:

Jonah Energy LLC (A0007679): Modify the Stud Horse Butte 8-8 Central Facility (F027383) with the addition of production associated with three new wells, the Stud Horse Butte 25-09, 26-09 and 88x-09, with three reboiler overheads condensers, three TEG flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NW1/4SE1/4 of Section 8, T29N, R108W, approximately seventeen (17) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 2.0 TPY from the baseline period and NOx emissions have decreased 1.5 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Pinedale Energy Partners Operating, LLC (A0007353): Modify the Stewart Point 16-29 PAD (F014935) with the removal of production equipment, with one reboiler overheads condenser, one TEG flash separator and one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units and pneumatic pump, located in the SE1/4SE1/4 Section 29, T33N, R109W, approximately five (5) miles south-southwest of Pinedale, in Sublette County, Wyoming. Pinedale Energy Partners Operating, LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 3.5 TPY from the baseline period and NOx emissions have decreased 6.2 TPY from the baseline period. These reductions have been added to Pinedale Energy Partners Operating, LLC’s offset bank to use for future permitting actions.

True Oil LLC (A0007533): Construct a new sweet crude oil and natural gas production facility, known as the Hoover & Stacy State 13-T42, with a smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks and active produced water tanks, located in the NE1/4NW1/4 of Section 21, T57N, R72W, approximately twenty-one (21) miles northeast of Spotted Horse, in Campbell County, Wyoming.
