The Division of Air Quality, proposes to approve the following requests:

EOG Resources, Inc. (A0007516): Construct a new sweet crude oil and natural gas production facility, known as the Big Sandy 25 NENW PAD (F028192), consisting of the Big Sandy 519-2502H, 520-2501H, 521-2501H and 573-2501H wells, with one common smokeless combustion device, one common smokeless flare and one vapor recovery unit to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks, vapor recovery tower and truck loadout, located in the NE1/4NW1/4 of Section 25, T14N, R65W, approximately eleven (11) miles east of Cheyenne, in Laramie County, Wyoming.

Helis Oil & Gas Company, L.L.C. (A0007504): Construct a new sweet crude oil and natural gas  production facility, known as the Cain 16-63-2-11-1CH (F028998), with one common smokeless flare to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks and active produced water tanks, located in the NW1/4NW1/4 of Section 2, T16N, R63W, approximately twenty-three (23) miles northwest of Pine Bluffs, in Laramie County, Wyoming.

(A0007444): Construct a new sweet crude oil and natural gas production facility, known as the Gossett 16-63-4-9-1CH (F028984), with one common smokeless flare to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks and truck loading, located in the NW1/4NW1/4 of Section 4, T16N, R63W, approximately twenty-four (24) miles northwest of Pine Bluffs, in Laramie County, Wyoming.

Jonah Energy LLC (A0007427): Modify the Stud Horse Butte 122-10 Central Facility (F018639) with the addition of production and equipment associated with ten new wells, the Stud Horse Butte 17-10, 34-10, 46-10, 103-10, 200-10, 201-10A, 201-10B, 205-10, 207-10B and 208-10, with two reboiler overheads condensers, two TEG flash tank separators and two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the SW1/4SW1/4 of Section 10, T29N, R108W, approximately sixteen (16) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3486.8 tpy and a decrease in actual NOx emissions of 188.0 tpy. Therefore, Jonah Energy LLC has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0007433): Modify the Stud Horse Butte 11-17 Central Facility (F015009) with the addition of production and equipment associated with three wells, the Corona 64-18, 65-18 and Stud Horse Butte 16-18, with two reboiler overheads condensers, two TEG flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NE1/4SW1/4 of Section 17, T29N, R108W, approximately eighteen (18) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3485.4 tpy and a decrease in actual NOx emissions of 188.6 tpy. Therefore, Jonah Energy LLC has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0007395): Modify the Yellow Point 1-13 Central Facility (F002475) by recompleting the Yellow Point 17-13 well, with two reboiler overheads condensers, two TEG flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NE1/4NE1/4 of Section 13, T28N, R109W, approximately twenty-one (21) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3486.8 tpy and a decrease in actual NOx emissions of 188.0 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.
