Draft Permit - UIC Class I - 17-419 Expedition Water Solutions Garner Lake

 Notice of Proposed Wyoming Department of Environmental Quality Underground Injection Control Permit

The Wyoming Department of Environmental Quality (WDEQ) Underground Injection Control (UIC) Program regulates certain discharges of pollutants into groundwaters of the state.  Operators of these discharges are required to receive coverage under a UIC permit.  The purpose of this notice is to inform the public that the UIC Program is proposing the issuance of a renewal permit (#17-419) for Expedition Water Solutions Colorado, LLC, Injection wells WDW-1, WDW-2 (proposed) and WDW-3.  The applicant proposes to inject non-hazardous wastes including oilfield produced water and drilling fluids into the Minnelusa formation at depth between 9400 and 9600 feet below ground surface.  The WDEQ previously classified the injection zone as Class VI groundwater (unusable or unsuitable for use) because Total Dissolved Solids concentrations in the injection formation are in excess of 31,000 milligrams per liter.   

The permit applicant is Mr. Jim Goddard, 2015 Clubhouse Dr., Suite 201, Greeley, CO 80634.  The facility is located in Section 32, Township 51 North, Range 71 West, of the Sixth Principal Meridian, Campbell County, WY.

The public comment period begins on October 11, 2018 and ends November 9, 2018. During the thirty (30) day public comment period, any interested person may submit in writing, comments on the draft permit and may request that a public hearing be held. Requests for a public hearing should indicate the name and full mailing address of the individual requesting a hearing, the interest that individual has in the project, and the grounds for holding a public hearing. If a hearing is not warranted, the final permit will be issued at the end of the public comment period.

All written comments and requests received prior to 5:00 P.M., November 9, 2018 in the Sheridan WDEQ office will be considered.  Comments submitted by email will not be considered.  Written comments shall be directed to Don Fischer, P.G., District Groundwater Section Supervisor at the address listed above, or by fax at 307-672-2213.
