The Division of Air Quality, proposes to approve the following requests:

Jonah Energy LLC (A0007051): Modify the Jonah Federal 5-4 Central Facility (F013509) by recompleting the Jonah Federal 22-5 well, with one reboiler overheads condenser, one TEG flash tank separator and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks, active produced water tanks and pneumatic pumps, located in the SW1/4SW1/4 of Section 4, T28N, R108W, approximately nineteen (19) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 1.5 TPY from the baseline period and NOx emissions have decreased 0.6 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Jonah Energy LLC (A0007062): Modify the Stud Horse Butte 13-26 Central Facility (F004527) with the addition of production and equipment associated with fifteen wells, the Stud Horse Butte 10-34, 11-34, 35-34, 45-34, 46-34, 46-34X, 47-34, 50-34, 51-34, 57-34, 58-34, 62-34, 70-34, 102-34 and Jonah Federal 32-34, with one reboiler overheads condenser, one TEG flash tank separator and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks, active produced water tanks and pneumatic pumps, located in the SW1/4SW1/4 of Section 26, T29N, R108W, approximately seventeen (17) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 6.7 TPY from the baseline period and NOx emissions have decreased 2.2 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Jonah Energy LLC (A0007072): Modify the Antelope 4-4 Central Facility (F020495) by updating the equipment list, with two reboiler overheads condensers and three smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate / produced water tank and pneumatic pumps, located in the NW1/4NW1/4 of Section 4, T29N, R107W, approximately eleven (11) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3455.6 tpy and a decrease in actual NOx emissions of 176.5 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Jonah Energy LLC (A0007112): Modify the Antelope 9-5 Central Facility (F020333) by updating the equipment list, with two reboiler overheads condensers and three smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate / produced water tank and pneumatic pumps, located in the NE1/4SE1/4 of Section 5, T29N, R107W, approximately twelve (12) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 3455.6 tpy and a decrease in actual NOx emissions of 176.5 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Pinedale Energy Partners Operating, LLC (A0006979): Modify the Pinedale Anticline SWD Facility (Mesa 8-30 PAD) by authorizing one (1) additional 546 hp Caterpillar G3412SITA generator engine (ENG002), and amend the currently permitted 546 hp Caterpillar G3412SITA generator engine (ENG001) from operating a full year (8,760 hours) to shared operating hours with the new engine (ENG002) for combined total hours of 9,260 per year. This modification will also recognize the equipment currently at the facility, including tanks and various heater sizes. The Pinedale Anticline SWD Facility (Mesa 8-30 PAD) is located in the SE1/4NE1/4 of Section 30, T32N, R109W, approximately ten (10) miles south of Pinedale, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date, including this application, have resulted in a decrease in NOx emissions of 49.2 tpy and a decrease in VOC emissions of 487.4 tpy. Therefore, Pinedale Energy Partners Operating, LLC has met the offset requirements for NOx and VOC.
