The Division of Air Quality, proposes to approve the following requests:

Jonah Energy LLC (A0007061): Modify the Stud Horse Butte 10-35 Central Facility (F011434) with the addition of production and equipment associated with thirty-five wells, the Stud Horse Butte 1-34, 2-34, 6-34, 8-34, 9-34, 12-34, 13-34, 17-34, 19-34, 22-34, 29-34, 30-34, 31-34, 32-34X, 33-34, 42-34, 43-34, 44-34, 47-34X, 48-34, 50-34X, 56-34, 57-34X, 59-34, 60-34, 71-34, 72-34, 73-34, 81-34, 83-34, 84-34, 94-34, 96-34, 103X-34 and 105-34, with two reboiler overheads condensers, two TEG flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NW1/4SE1/4 of Section 35, T29N, R108W, approximately seventeen (17) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 9.5 TPY from the baseline period and NOx emissions have decreased 4.9 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Jonah Energy LLC (A0007018): Modify the Stud Horse Butte 6-32 Central Facility (F015288) with the addition of production and equipment associated with twenty-three wells, the Stud Horse Butte 9-33, 10-33, 11-33, 11-33X, 49-33, 50-33, 51-33, 53-33, 54-33, 55-33, 56-33, 58-33, 59-33, 60-33, 61-33, 62-33, 63-33, 64-33, 65-33, 72-33, 109-33, 119-33 and 124-33, with one reboiler overheads condenser, one TEG flash tank separator and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks, active produced water tanks and pneumatic pumps, located in the SE1/4NW1/4 of Section 32, T29N, R108W, approximately twenty (20) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 7.0 TPY from the baseline period and NOx emissions have decreased 3.6 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Ultra Resources, Inc. (A0007059): Modify the Warbonnet 8-14 SimOps PAD (F028530) with the addition of production and equipment associated with four new wells, the Warbonnet 8-14-A-1H, 8-14-3H, 8-14-4H and 15-11-A-1H, located in the SE1/4NE1/4 of Section 14, T30N, R108W, approximately twelve (12) miles south-southeast of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 648.3 tpy and a decrease in actual NOx emissions of 608.0 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.

Ultra Resources, Inc. (A0007058): Modify the Warbonnet 9-14 SimOps PAD (F028531) by separating the facility from the Warbonnet 9-14 PAD, with two line heater secondary burner controls to control volatile organic compound and hazardous air pollutant emissions associated with the pneumatic pumps, located in the NE/4SE1/4 of Section 14, T30N, R108W, approximately twelve (12) miles south of Boulder, in Sublette County, Wyoming. Ultra has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions have not changed from the baseline period.

Ultra Resources, Inc. (A0007057): Modify the Warbonnet 9-14 PAD (F022461) with the addition of production and equipment associated with additional natural gas production from four off-site wells, with sixteen reboiler overheads condensers and sixteen smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units and pneumatic pump, located in the NE1/4SE1/4 of Section 14, T30N, R108W, approximately twelve (12) miles south-southeast of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 664.2 tpy and a decrease in actual NOx emissions of 619.1 tpy. Therefore, Ultra has met the offset requirements for VOCs and NOx.
