The Division of Air Quality, proposes to approve the following requests:

Ballard Petroleum Holdings (A0006936): Modify the Dilts Federal 41-20 PH well site by converting it to a central facility, known as the Dilts Federal 41-20 PH & Dilts Fed 31-20 PH PAD (F027893), with the addition of production and equipment associated with one new well, the Dilts Fed 31-20 PH, with a common smokeless flare to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks and truck loadout, located in the NE1/4NE1/4 of Section 20, T42N, R72W, approximately ten (10) miles south-southwest of Wright, in Campbell County, Wyoming.

Ballard Petroleum Holdings (A0006797): Modify the State 44-16 PH well site by converting it to a central facility, known as the State 44-16 PH & State 34-16 PH PAD (F027771), with the addition of production and equipment associated with one new well, the State 34-16 PH, with a vapor recovery unit and a common smokeless flare to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks and truck loadout, located in the SE1/4SE1/4 of Section 16, T42N, R72W, approximately ten (10) miles south-southwest of Wright, in Campbell County, Wyoming.

(A0006916): Construct a new sweet crude oil and natural gas production facility, known as the Robbins Unit 39-72 15 CTB 1 (F028259), consisting of the RU Dilts Fed 22-273972-1XTH, RU Dilts Fed 22-273972-3XTH, RU State Fed 16-093972-2XTH and RU State Fed 16-093972-4XTH wells, with two smokeless flares to control volatile organic compound and hazardous air pollutant emissions associated with the oil storage tanks and active produced water tanks, located in the SW1/4SW1/4 of Section 15, T39N, R72W, approximately fourteen (14) miles northwest of Bill, in Converse County, Wyoming.

(A0006981): Construct a new sweet crude oil and natural gas production facility, known as the Blade 34 NWNE PAD (F028151), consisting of the Blade 13-34H and 212-34H wells, with one common smokeless flare to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks, active produced water tanks, vapor recovery tower, pneumatic pumps and truck loadout, located in the NW1/4NE1/4 of Section 34, T40N, R71W, approximately thirteen (13) miles north-northwest of Bill, in Converse County, Wyoming.

Northwoods Operating LLC (A0006950): Construct a new sweet crude oil and natural gas production facility, known as the Rhyolite Fed 4075-28-33-1SH (F027950), with one common smokeless flare to control volatile organic compounds and hazardous air pollutant emissions associated with the oil storage tanks and active produced water tanks, located in the SE1/4SW1/4 of Section 21, T40N, R75W, approximately thirty-three (33) miles west-northwest of Bill, in Converse County, Wyoming.

Tallgrass Midstream, LLC (A0006876): Modify the Powell Compressor Station (F000452) with the installation of one (1) 1,680 hp Waukesha L7044GSI compressor engine (ENG004), compressor blowdown emissions (BVC004), compressor rod packing leaks (BVC005), pneumatic device emissions (PNE002), one (1) 20.0 MMscfd dehydration unit (DHY003) equipped with a 1.0 MMBtu/hr reboiler (HET004), one (1) 2.0 MMbtu/hr combustor (FLR003) to control the dehydration unit (DHY003), one (1) 400 barrel (bbl) or two (2) 210 bbl condensate/slop oil storage tanks (TNK009, TNK010), one (1) pressurized 2-phase inlet separator (SEP001), two (2) 3-phase horizontal pressurized separators (SEP002-SEP003), one (1) high pressure pig launcher and two (2) low pressure pig receivers (BVC006), one (1) produced water truck loadout (LUD002), and fugitives (FUG004). The modification will also include updating facility emissions and changing the two (2) existing storage tanks (TNK002 and TNK005) to produced water and separated produced water will be directed to these tanks. The Powell Compressor Station is located in the NE¼SW¼ of Section 8, T39N, R73W, approximately twenty-two (22) miles  west-northwest of Bill, in Converse County, Wyoming.
